ELIAMEP provides the channel for recruiting Greek students for the Master’s Programme at the College of Europe through the Greek Selection Committee for the College of Europe, which operates on the ELIAMEP premises. The College of Europe is a centre of academic excellence, with fιve programmes, leading to a Master’s degree. It operates in two campuses, in Bruges (Belgium) and Natolin (Poland). The five one-year programmes are: Politics and Administration, Law, Economics as well as EU International Relations and Diplomacy in Bruges, and the “European Interdisciplinary Studies: The Internal and External Dimensions of the EU” programme in Natolin.

Applying: The requirements for admission are a relevant University degree of good standard and working knowledge (writing and speaking) of English and French.

Closing date for applications is January 20th, 2016. Interviews for short-listed candidates take place in April / May in Athens by the Greek Selection Committee. Application files should include the documents (in English or in French) listed below:

1. The Application Form of the College of Europe.

2. a CV indicating the totality of your studies as well as the grades obtained.

3. a certified copy of your degree(s) (if you are not yet in possession of your final degree, please send it as soon as it is available).

4. a transcript from your University, Faculty, School, detailing results for every year of your studies and grades obtained.

5. 2 letters of recommendation from two of your university professors.

No other documents are required. Please note that applications which are not complete, especially with respect to the certificates detailing the results of your studies and the marks obtained cannot be taken into consideration. Please also note that the Master’s Degrees awarded from the College of Europe are now recognized from the National Academic Recognition Information Center (NARIC).

2015. december 4-én a Tanács jóváhagyta azt a kompromisszumos szöveget, amelyet az Európai Parlamenttel közösen alakított ki a Bűnüldözési Együttműködés és Képzés Európai Ügynökségéről (Europol) szóló rendelettervezetre vonatkozóan. Ezzel lehetővé vált, hogy a társjogalkotók a következő hónapokban hivatalosan is elfogadják a rendeletet. 

Etienne Schneider luxemburgi miniszterelnök-helyettes, belső biztonságért felelős miniszter és a Tanács elnöke kijelentette: „Elnökségünk egyik kiemelt céljaként határoztuk meg az Europol-rendelet véglegesítését. Elsősorban arra törekedtünk, hogy megszilárdítsa az Europol jogalapját, ezzel lehetővé téve, hogy az intézmény – az összes érdekelt fél hatásköreinek teljes körű tiszteletben tartása mellett – a lehető legjobban segíthesse a tagállamokat. Ez a mai nappal megvalósult. Tökéletesen elégedett vagyok az eredménnyel, amely fontos lépést jelent az európai rendőrségi együttműködés megerősítése szempontjából”.

Az új rendelettervezet fő célja, hogy az Europolról szóló jelenlegi határozatot (2009/371/IB határozat) a Lisszaboni Szerződés követelményeihez igazítsa azáltal, hogy létrehozza az Europolra vonatkozó jogszabályi keretet, valamint azt a mechanizmust, amelynek keretében az Európai Parlament a tagállami parlamentekkel közösen ellenőrzi az Europol tevékenységét. Emellett az Europol külső kapcsolatait is az új Szerződés szabályaihoz igazítja.

Az új rendelet továbbá erős adatvédelmi rendszert biztosít az Europol számára, különösen azzal, hogy garantálja az Europol adatvédelmi biztosának függetlenségét, és lehetővé teszi, hogy a biztos teljes függetlenséget élvezzen, hatékonyan járhasson el, valamint megfelelő beavatkozási hatáskörrel rendelkezzen. 

Végezetül: a rendelet rugalmas és korszerű adatkezelési rendszert irányoz elő az Europol számára, az intézmény irányítását pedig az ügynökségekre alkalmazandó általános iránymutatásokkal összhangban szabályozza. 

Mindezeknek köszönhetően az Europol várhatóan hatékonyabban tudja segíteni a tagállamokat a terrorizmus és a súlyos bűnözés egyéb formái elleni küzdelemben.
További lépések

Következő lépésként a szöveget a szokásos jogi-nyelvi ellenőrzésnek fogják alávetni, majd pedig a Tanács hivatalosan elfogadja első olvasatbeli álláspontját.

Ezután a szöveget az Európai Parlament plenáris ülésén második olvasatban szavazásra bocsátják.

Am 4. Dezember 2015 hat der Rat die mit dem Europäischen Parlament vereinbarte Kompromissfassung zum Entwurf einer Verordnung über die Agentur der Europäischen Union für die Zusammenarbeit und die Aus- und Fortbildung auf dem Gebiet der Strafverfolgung (Europol) gebilligt; somit kann die Verordnung in den nächsten Monaten durch die beiden Gesetzgeber förmlich angenommen werden. 

Etienne Schneider, stellvertretender luxemburgischer Premierminister, Minister für Innere Sicherheit und Präsident des Rates, erklärte Folgendes: "Die Fertigstellung der Europol-Verordnung hatte für unseren Vorsitz hohe Priorität. Dabei wollten wir Europol vor allem eine solide Rechtsgrundlage und damit die Möglichkeit geben, ihr Potenzial im Dienst der Mitgliedstaaten voll auszuschöpfen, und das unter uneingeschränkter Achtung der Zuständigkeiten aller Beteiligten. Dies ist heute geschehen. Ich bin sehr zufrieden mit dem Ergebnis, das einen wichtigen Schritt zum Ausbau der polizeilichen Zusammenarbeit in Europa darstellt."

Die neue Verordnung zielt in erster Linie darauf ab, den geltenden Europol-Beschluss des Rates (Beschluss 2009/371/JI) an die Anforderungen des Vertrags von Lissabon anzupassen, indem der rechtliche Rahmen für Europol in der Verordnung festgelegt wird und ein Mechanismus für die Kontrolle der Tätigkeiten von Europol durch das Europäische Parlament und die nationalen Parlamente eingeführt wird. Darüber hinaus werden die Vorschriften über die externen Beziehungen von Europol an die neuen Vertragsbestimmungen angepasst.

Mit der neuen Verordnung soll zudem eine solide Datenschutzregelung für Europol sichergestellt werden, durch die insbesondere gewährleistet wird, dass der Datenschutzbeauftragte von Europol völlig unabhängig ist, wirksam arbeiten kann und genügend Eingriffsbefugnisse besitzt. 

Schließlich wird Europol eine flexible und moderne Datenverwaltungsregelung erhalten und die Steuerung von Europol wird an die allgemeinen Leitlinien für Agenturen angepasst. 

So soll Europol in die Lage versetzt werden, die Mitgliedstaaten bei der Bekämpfung von Terrorismus und anderen Formen schwerer Kriminalität effizienter zu unterstützen.
Weiteres Vorgehen

Der Verordnungsentwurf wird nun die übliche Überarbeitung durch die Rechts- und Sprachsachverständigen durchlaufen, bevor der Rat seinen Standpunkt in erster Lesung förmlich festlegt.

Anschließend wird er dem Plenum des Europäischen Parlaments zur Abstimmung in zweiter Lesung vorgelegt.
