In vier für die Politik grundlegenden Sphären (Recht, Wahrheit, Gemeinwohl, Gewalt) werden für die Jahre seit 2008 Handlungsmuster der russischen Spitzenelite untersucht und Kontinuitäten aufgezeigt. Ausgehend von den Handlungen werden Grundeinstellungen der Elite in diesen vier Bereichen herausgearbeitet, die sich maßgeblich auf die künftigen Beziehungen zwischen Deutschland bzw. der Europäischen Union und Russland auswirken werden. Dabei wird dargelegt, dass die für viele westliche Beobachter überraschenden Handlungen Russlands seit 2014 auf Haltungen beruhen, die sich bereits in früheren Phasen bemerkbar gemacht haben. Insofern lassen sich diese Einstellungen als Teil einer langfristigen politischen Kultur der russischen Elite verstehen. Vor allem die Instrumentalisierung von Recht, Wahrheit und Gewalt in der Innen- und Außenpolitik sowie ein Kontrollbedürfnis, das auf Misstrauen gegenüber externen und internen Akteuren beruht, sind für die heutige russische Spitzenelite charakteristisch. Das Gemeinwohl bzw. das Wohlergehen der russischen Bevölkerung hat keine oder nur eine rein instrumentelle Priorität für die Elite. Bei der Entwicklung eines mittel- bis langfristigen Ansatzes für den Umgang mit Russland sollten deutsche und EU-Akteure diese Grundeinstellungen mitberücksichtigen, weil sie in absehbarer Zukunft die Handlungen zahlreicher Vertreterinnen und Vertreter der russischen Elite prägen werden.
Following the Paris Agreement, the energy landscape is changing more than ever. While these changes bring opportunity, they also come with risks, requiring traditional concepts of energy security to be reconsidered. These changes in the energy landscape are mirrored by shifting political balances as the world becomes increasingly multipolar, raising questions of which rules will govern energy systems, trade, markets and investment.
As geopolitical turmoil comes closer to the EU’s borders, energy systems are becoming increasingly cross-border and regional in nature, intertwining interest in energy security. Cross-border initiatives in energy are proliferating across Eurasia, driven in part by the rise of China, with the potential to create new energy regions, corridors and geographies. These developments can lead to new geographies along infrastructure lines and could result in competitive regionalism and regulatory fault lines.
This paper reflects an initial step to identify potential risks emerging in this new energy landscape and assess the ability of existing institutions and tools of governance to address them. The study aims to describe the risk landscape and governance shortcomings and identify actions the EU can take to both improve its existing external energy governance and empower existing institutions to address these risks. Ultimately, for the EU and Germany, the challenge will be to turn the potential risks of connectivity into opportunities and to help establish a level playing field that ensures competitiveness through common rules.
As if the process or withdrawal from the European Union were not already complex enough in itself, the Brexit vote has also reopened constitutional questions for the United Kingdom. Scotland’s devolved government is calling for a new independence referendum and seeking a special arrangement with the EU. Northern Ireland has drawn less attention but is politically at least as significant: Brexit endangers its open border with the Republic of Ireland and consequently the stability of the peace process. These factors not only enormously complicate London’s negotiations with the European Union. Brussels and Berlin also need a strategy for their dealings with Scotland and Northern Ireland. Especially in order to protect the interests of its member state Ireland, the EU should demonstrate openness for flexible solutions.
Die Europäische Union ist seit Jahren in einem kritischen Zustand. Vertrauen und Solidarität unter den Mitgliedstaaten haben schwer gelitten, die wirtschaftlichen und sozialen Erschütterungen der Finanz- und Schuldenkrise sind noch immer nicht überwunden. 60 Jahre nach Unterzeichnung der Gründungsverträge verlässt Großbritannien die Union, zugleich haben EU-kritische Positionen europaweit an Zustimmung gewonnen. Ein Befreiungsschlag ist kurzfristig nicht in Sicht – dafür fehlen politische Mehrheiten, erst recht in einem Wahljahr wie 2017. Zwar hat sich die EU als robuster erwiesen als von ihren Gegnern erhofft, die Gefahr einer weiteren Erosion ist jedoch nicht gebannt. Die Erneuerung Europas durch längerfristige Reformen muss von den Mitgliedstaaten ausgehen. Sie müssen den Mehrwert kollektiven europäischen Handelns demonstrieren und wo nötig bereit sein, in kleineren Reformkoalitionen voranzuschreiten.

Kasachstans Präsident Nursultan Nasarbajew hatte Ende Januar eine Verfassungsreform vorgeschlagen, die beide Parlamentskammern am 6. März angenommen haben. Nach offiziellen Verlautbarungen soll die Reform dazu dienen, das autoritäre politische System zu demokratisieren. Davon kann aber kaum die Rede sein, da das Parlament keine Aufwertung erfährt und äußerst schwach bleibt. Die politische Macht ist auch weiterhin bei der Exekutive konzentriert, auch wenn der Präsident einige Kompetenzen an die Regierung abgibt. Kasachstanische Beobachter sehen die Verfassungsreform ohnehin nicht als ernsthaften Versuch der Demokratisierung an. Sie betrachten den Vorstoß im Zusammenhang mit Vorkehrungen für eine Machübertragung, falls der Präsident unvermittelt ausfällt. Eine solche Regelung erscheint dringend notwendig. Denn mit 76 Jahren ist der Präsident schon im fortgeschrittenen Alter. Eine absolut verlässliche Nachfolgeregelung kann es aber in dem stark auf Informalität basierenden System nicht geben. Trotzdem besteht Hoffnung, dass der Machtwechsel reibungsfrei verläuft.
The new study of the South-East Europe Programme is entitled ‘Greek-Bulgarian relations: Present state and future challenges’. The authors of the report are Yorgos Christidis, Ioannis Armakolas and Panagiotis Pachalidis. The study offers an overview of relations between the two countries for the period after the end of the Cold War. Among the issues tackled in the report are diplomatic relations and bilateral problems and disputes, economic relations, energy and infrastructure questions as well as social attitudes and media representations. The auhors of the study stress that relations between Greece and Bulgaria can be considered a Balkan ‘success story’ and a factor of stability for the wider region. In a period when instability and uncertainty in the Balkans are on the rise, Greece and Bulgaria should strengthen their multiple relations. In Southeastern Europe, architectural heritage has often been recruited to the service of politics. Shared layers of history (for example the Hellenistic, Roman and Ottoman eras among others) have been split among competing historiographies and, in a period marked by crisis, rising nationalism and ‘East-West’ dilemmas, remain in the core of heated debates. Anchored on on-going projects in three cities in the region, this research explores the ways heritage is claimed through its physical reproduction, a topic barely researched until now.
Replicas of all sizes – ranging from the urban scale down to the artefact – get involved in political and economic agendas and often ignite reactions from various social, political and national groups inside and outside the countries where they are located. In some cases this corresponds to a recurring wave of revivalism, resulting to large replica buildings installed in the heart of the city, such as in Istanbul (where the reconstruction of the barracks on Taksim square led to the Gezi riots in 2013) or in Skopje (‘Skopje 2014’ project). In other occasions the production of copies is politicised on a smaller scale, such as in the case of the copy of “Alexander’s Sarcophagus” at the Skopje Archaeological Museum or the copies of the missing Parthenon Sculptures at the New Acropolis Museum.
The research evolves around three questions, which bring forward interdisciplinary and transnational dimensions for inquiry: How does the relationship of the replica with its original become politicized, lost or, at times, irrelevant? How does ‘replica architecture’ intersect with questions of national identity and economic policy, formulating new national narratives? Moreover, in a region of strongly defined borders, how do such reconstructions connect to each other, addressing local and international audiences?
The case studies, despite demonstrating important specificities, also inform wider discussions on spatial politics, and highlight parallel developments and important connections between neighbouring national agendas. By examining side by side the politics of (reproduced) cultural heritage in Istanbul, Athens and Skopje, one can uncover and better understand competitions and alliances, cultural exchanges and shared agonies, the struggle with financial crises, attempts to coordinate with Europe and the drawing of borders between Islam and Christianity.
Through interviews with involved actors, and the analysis of the architectural and political discourse surrounding these projects, the research will unpack instances of politicisation of heritage in the above-mentioned geography, while inviting into dialogue the disciplines of architecture, history, art history, museology, art conservation, and political sciences.
The project is coordinated and implemented by Dr Kalliopi Amygdalou and supervised by Professor Thanos Veremis and Associate Professor Ioannis N. Grigoriadis.

Des jeunes noirs manifestent depuis plusieurs années au Brésil pour dénoncer ce qui pour eux est un « génocide ». Le mot est fort, excessif et inadéquat. Le surcroit de décès de jeunes noirs victimes de méthodes policières brutales est cela dit bien réel. En France, plusieurs jeunes banlieusards noirs sont décédés à l’occasion d’interpellations policières. Le périmètre des bavures au Brésil et en France est différent. Mais les excès n’ont-ils pas un sens parallèle ? Comment le savoir, quand le Brésil dans les médias français est réduit au football et au carnaval ?
Les médias, et plus particulièrement ceux qui informent en continu, ignorent la situation brésilienne. Le rapprochement qui est fait l’est toujours avec les décès d’adolescents noirs aux Etats-Unis. La référence systématique et unique, quelle que soit la situation, à une réalité étalon puisée dans le puissant vivier des médias, des canaux d’influence et du cinéma rayonnant à partir des Etats-Unis est réductrice. D’autant plus que le vocabulaire, américanisé, canalise l’analyse vers le seul référent nord-américain. Un Noir n’est-il pas désormais en France un « Black » ? Un quartier en difficulté, le « Bronx » ? La contestation de l’ordre paradoxalement ne passe-t-elle pas aussi par la copie de modèles musicaux (le rap) qui ont la même origine ?
Comportement de la police, racisme et législation sur le port d’armes sont différents en France et aux Etats-Unis. Comme ils le sont entre Brésil et France. Il y a autant de situations que de pays. Avant de se risquer à chercher un mètre applicable à toutes les réalités discriminatoires, il conviendrait de prendre conscience de leur diversité. Il y a des Noirs mêlés à des réalités sociétales et policières conflictuelles en Afrique, au Brésil, aux Etats-Unis, en France, voire en Belgique, en Espagne, en Italie et au Royaume-Uni. Les Noirs d’Afrique sont-ils victimes de traitements policiers discriminatoires ? La question est aujourd’hui sans objet avec la disparition de la discrimination raciale en Afrique du Sud. Les problèmes posés par le maintien de l’ordre et ses bavures, il y en a, du Burundi à la Somalie, en passant par le Mali, relèvent d’autres dynamiques.
La discrimination concerne des pays à population mêlée. La France et l’Europe sont effectivement de plus en plus concernées. L’héritage colonial et l’appel d’air des Trente Glorieuses ont déplacé des centaines de milliers de Noirs vers la Belgique, la France et le Royaume-Uni pour l’essentiel. La coloration de la population peut donc, d’un point de vue qualitatif, voire de plus en plus quantitatif, justifier un comparatif avec les Etats-Unis. D’autant plus que les niveaux de développement et de vie sont assez voisins. Mais la comparaison, si comparaison il y a, ne peut pas se limiter aux seuls Etats-Unis.
Plus de 11 millions d’Africains ont été déportés sur le continent américain. Seule une minorité a été débarquée en Nouvelle-Angleterre et aux Etats-Unis. Les estimations faites par les historiens la chiffrent à 400 000 personnes. Où sont donc allés, contraints et forcés, les autres ? A plus de 4 millions au Brésil, colonial et indépendant. Et le gros du reliquat dans les différentes îles de l’arc antillais, dans la colonie française de Saint-Domingue en particulier.
Le regard porté par les sociétés démocratiques d’aujourd’hui en Amérique et en Europe sur les personnes originaires d’Afrique n’est pourtant pas le même. Les uns ont souffert la colonisation. Les autres ont été réduits en esclavage. Les hiérarchies sociales, non dites, reflètent ces réalités différentes. Le passé colonial a fabriqué un racisme paternaliste, le Noir Banania. Le passé esclavagiste a créé des barrières et des préjugés bien plus insurmontables. La comparaison la plus pertinente ici serait celle qui rapproche les situations du Brésil et des Etats-Unis. A condition malgré tout de prendre en compte la législation sur le port d’armes, autorisé aux Etats-Unis mais interdit au Brésil. Ainsi que les niveaux de développement encore très éloignés.
Le regard porté par la société et donc par ses institutions, dont la police, est cela dit hiérarchisé ici en France et là, au Brésil et aux Etats-Unis. La cohabitation citoyenne peine à accepter pleinement l’égalité. Elle est difficile pour les anciennes puissances coloniales. Elle l’est bien davantage dans les pays qui ont été esclavagistes jusqu’en 1865 aux Etats-Unis et 1888 au Brésil. La cohabitation est rendue d’autant plus conflictuelle que pour beaucoup d’évangélistes, actifs et organisés au Brésil, les religions afro-brésiliennes (candomble, macumba), sont considérées démoniaques. La statistique globale surprend, d’autant plus qu’elle est tue par les grands médias internationaux. Mais elle est cohérente avec cet environnement culturel et historique. Bon an mal an, 50 000 personnes meurent de façon violente au Brésil : 58 400 en 2015, soit un taux de 28,6 pour cent mille habitants, trois fois plus qu’aux Etats-Unis. Bien sûr, beaucoup meurent du fait d’actes délinquants ou de violences familiales. Mais plusieurs milliers sont victimes de la police : 3 345 en 2015. Chaque jour, selon le quotidien Folha de São Paulo, 9 personnes tombent sous les balles de la police brésilienne[1]. De façon générale selon un sondage réalisé par l’association « Fôrum Brasileiro de Segurança Publica » (Forum brésilien de sécurité publique), 53% des Brésiliens ont peur de la police, chiffre s’élevant à 59% quand il s’agit de la police militaire. Ce chiffre fait un bond de 60% et 67% chez les 16-24 ans[2]. Les jeunes noirs sont statiquement les premiers visés.
L’écart entre décès par homicide des Blancs et des Noirs représente du simple à plus du double : 10,7 pour 100 000 habitants pour les Blancs et 27,4 pour les Noirs en 2016, selon une étude que vient de publier la Flacso (faculté latino-américaine de sciences sociales). Cet écart moyen peut être beaucoup plus élevé dans certains Etat comme l’Alagoas dans le Nord-Est du pays. 70% des personnes décédées par homicide sont noires et jeunes. Le cinéma brésilien, depuis Pixote, et c’est à son honneur, a rapporté le sort détestable réservé aux jeunes envoyés en centres de rééducation. Le film a été réalisé en 1981. Il y a quelques mois, un fonctionnaire de justice de l’Etat de Pernambouc dénonçait les tortures et morts violentes d’enfants en « rééducation » dans les établissements de cette partie du Brésil[3]. La conclusion tirée de ces statistiques et de ces comportements par la journaliste Maria Carolina Trevisan est rude : « les premiers à mourir sont jeunes et noirs (..) ce n’est pas pour rien que le Brésil a été le premier pays importateur d’esclaves africains et celui où l’esclavage a été maintenu le plus tardivement ».
