As China’s rise has become a central force in global politics, analysts and policymakers have tracked its path to potential preeminence on a number of fronts: the size of its economy, the scale and reach of its investment and commercial relationships, the budget and capabilities of its military forces. But as of 2019, China has surpassed the United States in an underappreciated but crucial measure of global influence: the size of its diplomatic network.

For decades, Washington had the largest diplomatic network in the world. Now China does, boasting 276 diplomatic posts—including embassies, consulates, and permanent missions to international organizations. The United States’ network, meanwhile, stands at 273, down one post since 2017.

Comme le veut l’esprit de la collection, l'objectif consiste à revenir sur quelques perceptions fréquemment reprises, pour démêler ce qui tient du fantasme, de la réalité, ou d’une évolution plus subtile. On apprend beaucoup dans ce travail, qui explore les domaines politique, culturel, économiques et sociaux, ou relatifs à l’action extérieure.
Oui, l'ancienne RDA et sa disparition ont laissé des traces, le déclassement existe à l’est, la marginalisation guette et l’extrême droite en profite. Mais pas nécessairement de la façon dont on le dit vu de France ou d’ailleurs. Oui, la Chancelière a été fragilisée par la crise des réfugiés. Mais elle est toujours là, et sa stabilité au pouvoir ferait pâlir d’envie bien des présidents français. Oui, Berlin est central dans l’imaginaire allemand, mais les entités régionales sont fortes.
De la minorité turque à la Bundeswehr en passant par la place de la musique classique, du marché du travail à la question énergétique, cet ouvrage fait redécouvrir l'Allemagne, insuffisamment connue en France, où la crainte obscurcit encore le regard.
La relation franco-allemande connaît des difficultés, qui chaque fois inquiètent, mais devraient être abordées avec la sérénité d’une meilleure compréhension de la nouvelle République de Berlin, post-réunification. Ce travail y aide grandement.
