Prioritizing, Sequencing, and Streamlining UN Security Council Mandates: Taking Stock of Lessons Learned and Pathways Forward

There have been several efforts to make UN peace operations mandates more realistic, effective, and achievable over the past two decades. Most notably, the 2015 report of the High-Level Independent Panel on Peace Operations (HIPPO) recommended that the council “make use of sequenced and prioritized mandates as a regular practice.” However, several challenges have inhibited efforts to make mandates more fit for purpose, and the extent to which mandates have become more prioritized and sequenced varies. In parallel, the council has sought to move away from lengthy “Christmas tree” mandates in favor of greater streamlining. However, while streamlining is intended to make mandates more focused, these changes have implications for missions’ budgets and operational capabilities, and mission leaders’ decision making.

In this context, the International Peace Institute (IPI), the Stimson Center, and Security Council Report cohosted a roundtable discussion on May 14, 2024 to reflect on UN Security Council efforts to prioritize, sequence, and streamline mandates. This roundtable brought together representatives from the UN Secretariat and member states as well as external experts.

Overall, participants agreed that, over the past ten years, the council’s decisions to prioritize and sequence mandates have impacted missions’ work and resource allocation. Participants expressed differing opinions over whether and how the council should prioritize and sequence mandates in the future. Participants also identified the budgetary and operational opportunities and risks presented by streamlining mandate language moving forward.

Americas Australia has sent its first team to Pearl Harbor to train in sustainment for the government’s upcoming AUKUS submarines. The AUKUS program is a trilateral cooperation between Australia, the UK, and the US to protect allies and interests across the Pacific with a dedicated underwater fleet. For the maintenance training, Canberra sourced around 30 skilled workers from Western and South Australia affiliated with local shipbuilder ASC Pty Ltd. This group includes electricians, mechanical fitters, safety engineers, and battery crew specialists, most of which have “decades of combined experience” with the Royal Australian Navy’s existing Collins-class submarines. Oshkosh Defense has received a $27.3-million contract to deliver 57 medium equipment trailers (METs) for the US Army. The MET is a six-axle drop deck trailer measuring 21.3 meters specifically designed to deploy with the company’s M1300 enhanced heavy equipment transporter system tractor. It can transport tactical vehicles up to 60 tons and is certified under European Highway Network Accessibility for 45-ton payloads. The vehicle can navigate under overpasses with a 13-foot (4-meter) clearance and is equipped with hydraulically adjustable suspension to address varying requirements across obstacles and water crossings. Italian Eurofighters (click to view full) The multi-national Eurofighter Typhoon has been described as the aerodynamic apotheosis of lessons learned from the twin engine “teen series” fighters that began with the F-14 and F-15, continued with the emergence of the F/A-18 Hornet, and extended through to the most recent F/A-18 Super Hornet variants. Aerodynamically, it’s a half generation ahead of all of these examples, and planned evolutions will place the Eurofighter near or beyond parity in electronic systems and weapons. The 1998 production agreement among its 4 member countries involved 620 aircraft, built with progressively improved capabilities over 3 contract “tranches”. By the end of Tranche 2, however, welfare state programs and debt burdens had made it difficult to afford the 236 fighters remaining in the 4-nation Eurofighter agreement. A 2009 compromise was found in the EUR 9 billion “Tranche 3A” buy, and the program has renewed its efforts to secure serious export sales. Americas Boeing won a $210 million ceiling-priced delivery order under previously awarded basic ordering agreement (N00383-22-G-YY01) for procurement of nine various configurations of flight control surface spares used on the F/A-18E/F and E/A-18G aircrafts. The delivery order does not include an option period. Work will be performed in Hazelwood, Missouri (85%); and St. Louis, Missouri (15%), and work is expected to be completed by July 2032 with no options. The announcement contains purchases under the Foreign Military Sales Program. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity. Boeing has revealed the construction of a new engineering center in Daytona Beach, Florida, to boost support for military aircraft programs. The center will be built within the Cici & Hyatt Brown Center for Aerospace Technology area of Embry-Riddle Aeronautical University. It will encompass 65,000 square feet (6,038 square meters) of space at the campus, including a 40,000-square-foot (3,716-square-meter) zone for a hangar. Breakthrough… (click to view full) The US Navy flies the F/A-18 E/F Super Hornet fighters, and has begun operating the EA-18G Growler electronic warfare & strike aircraft. Many of these buys have been managed out of common multi-year procurement (MYP) contracts, which aim to reduce overall costs by offering longer-term production commitments, so contractors can negotiate better deals with their suppliers. The MYP-II contract ran from 2005-2009, and was not renewed because the Pentagon intended to focus on the F-35 fighter program. When it became clear that the F-35 program was going to be late, and had serious program and budgetary issues, pressure built to abandon year-by-year contracting, and negotiate another multi-year deal for the current Super Hornet family. That deal is now final. This entry covers the program as a whole, with a focus on 2010-2015 Super Hornet family purchases. It has been updated to include all announced contracts and events connected with MYP-III, including engines and other separate “government-furnished equipment” that figures prominently in the final price.
