Diplomacy of the European Union

The CFSP (Common Foreign and Security Policy) previously formed the 2nd pillar of the old EU structure. It was governed by intergovernmental cooperation, within which decisions were principally taken unanimously by the Council or the European Council. The Treaty of Lisbon (2010-) reforms the old EU structure by abolishing the distinction between the three pillars (page “division of competences”).

As for the CFSP / CSDP, the group "Sikorski" (reflection group on the future of the Union consists of eleven European Ministers of Foreign Affairs) attempts to reinvent the Western European Union or Assembly of WEU. Group members seem to agree on the need to strengthen the European External Action Service and the role of the High Representative of the EU for Foreign Affairs and Security Policy.
