The next meeting of the Subcommittee on Human Rights will take place on Wednesday 31 August 2016, from 9.00 - 12.30 and from 15.00 - 18.30 in meeting room ASP A1G-3.

Representatives of NGOs as well as other organisations are requested to accede to the EU Transparency Register and follow the procedures therein for access to the European Parliament.

Chair of the European Parliament’s Human Rights committee MEP Elena Valenciano (S&D,ES) expressed on Monday her concern and solidarity with Cuban human rights activist and Sakharov Prize Laureate 2010 Guillermo Fariñas and other Cuban human rights activists on hunger strike. Mr Fariñas is on a hunger and thirst strike to protest against the torture and mistreatment of political prisoners by the Cuban Government.

EU Arctic policy has evolved significantly in recent years, culminating in the April 2016 Joint Communication from the European Commission and the HRVP for Foreign Affairs and Security Policy. The Communication focuses on the environment and climate change, sustainable development, and peaceful international cooperation, with overarching support for scientific research. This coincides with most of the priorities of the EU’s Arctic Member States, Denmark, Finland and Sweden. The Communication does not focus on security issues or on hydrocarbon development. Arctic oil and gas are not the primary keys to EU energy security, but do play a role, and are important for the EU’s two main suppliers, Norway and Russia – sustainable management of these resources is in the EU’s interest. While the region has been a model for cooperation – Arctic collaboration with Russia continues via multiple mechanisms, despite wider tensions. That it will remain so cannot be taken for granted. The EU supports peaceful Arctic cooperation via multiple mechanisms, including the Arctic Council, the Barents-Euro Arctic Council, and via multiple cross-border collaboration platforms. As the EU becomes increasingly engaged in Arctic issues, continued focus on policy coherence, engagement with other Arctic stakeholders, and the priorities of the region’s citizens will be essential.

On 13 July, 15.00-17.00, DROI will hold a public hearing jointly with the Committee on Development on the issue of shrinking space for civil society. The objective of the hearing is to discuss the difficulties faced by organised civil society as a result of restrictive legislation, limitations in foreign funding or other obstacles linked to national security concerns. The hearing will also showcase examples on China, Russia, Israel and Cambodia.

The Chair of the European Parliament Subcommittee on Human Rights (DROI), Elena Valenciano, made the following statement on the killing of Guatemalan human rights defender Brenda Marleni Estrada Tambito:

"I condemn in the strongest terms the killing of Brenda Marleni Estrada Tambito, member of the Coalition of Workers' Unions of Guatemala (Unión Sindical de Trabajadores de Guatemala) and the Union's Sub-Coordinator of the Legal Aid Commission.

The objective of this hearing, on 30 June from 9.00-11.00, is to assess whether the use of drones complies with international law including respect for human rights and international humanitarian law. Issues related to civilian casualties and impact on affected communities, the question of transparency and accountability as well as the need for meaningful compensation mechanisms will also be addressed.
