The European External Action Service (EEAS), in the framework of the Luxembourg Presidency and in cooperation with the European Military Staff and Crisis Management and Planning Directorate, organised a conference on Countering Hybrid Threats, held on 24 September 2015. Jorge Domecq, the European Defence Agency (EDA) Chief Executive was among the keynote speakers to present the EDA work and priorities regarding tackling hybrid threats. 

The opening remarks were delivered by HE Ambassador Stephan Müller, the Luxembourg Representative to the Political and Security Committee (PSC), whereas the keynote speeches were presented by Mr Maciej Popowski, the EEAS Deputy Secretary General, Jorge Domecq, the EDA Chief Executive, and a representative of the Space, Policy, Copernicus and Defence Diractorate of the European Commission.

“One thing is certain, hybrid warfare poses a significant challenge to the EU, its citizens and its interests, and time is of the essence to develop a joint approach to effectively tackle hybrid threats,” said Jorge Domecq and presented three main areas the EDA activities are currently focused on. In particular, Jorge Domecq indicated capability development, civil-military synergies and EU-NATO relations. The EDA Chief Executive announced the upcoming EDA-led war-gaming exercise in February 2016 that shall stress-test available defence capabilities against hybrid threats. “The aim is not to re-invent and come up with a set of new capabilities, instead, the exercise will allow us to see where extra attention is needed and how the capability that exists should be used,” he explained. Moreover, Jorge Domecq underlined the necessity of dual use within Research & Technology domain to avoid “spending twice”, thus to enhance civil-military synergy. Additionally, he emphasised the EU-NATO complementary approach in both directions regarding countering hybrid threats, claiming that this is “not an option, but an absolute need”.

Jorge Domecq’s speech, along with the two other keynote presentations, provided solid grounds for fruitful discussions continued in three panels, which were devoted to various aspects of facing hybrid threats. Among a number of topics raised, the conference participants dwelled upon identifying vulnerabilities hybrid warfare makes use of, shaping awareness of hybrid threats, resilience and deterrence against possible threats, aspects of information sharing  or EU-NATO cooperation. As a matter of fact, Roland van Reybroeck, the EDA Director Cooperation Planning and Support was a speaker of the third panel discussion and talked about building resilience.

Beyond achieving better understanding on hybrid threats, the discussions held at the conference will contribute to the ongoing works on the Joint Framework on Hybrid Warfare that shall be prepared by EEAS by the end of December, together with the Commission and EDA. “If Europe succeeds in offering a credible answer to hybrid treats, it will certainly enable us to make a very meaningful contribution to the security view, becoming a relevant partner and a security provider rather than a security consumer,” said Jorge Domecq, the EDA Chief Executive.

On 22 September, the European Defence Agency (EDA) hosted the 7th edition of the SES/SESAR Military Implementation Forum, bringing together the top management of the European Commission, the European Aviation Safety Agency (EASA), Eurocontrol, the SESAR Joint Undertaking, the SESAR Deployment Manager, NATO and of the defence community. They addressed the following challenges: What is the foreseeable evolution of military aviation and airspace usage over the next two decades? How to accommodate the military vision in the aviation regulatory and operational environment? How are military interests taken into account in SESAR? 

Jorge Domecq, the Chief Executive of the EDA, underlined that SES/SESAR is one of his top priorities: “EDA’s role is twofold: first, bridging the military with the Commission and EASA; second, developing incentives and solutions to engage the military. Let me also insist on the close cooperation with NATO on this issue.” 

The following issues have been in particular highlighted during the discussion: on the regulatory part, EASA would actively interact with the military. Given there is a clear trend towards digitalisation and connectivity, cyber-security should be at the heart of the community's attention.  Through a total aviation approach, aviation related issues should be embraced in a systematic and consistent manner.

Le 14 septembre 2015, un coup de tonnerre a retenti dans le ciel serein des certitudes démocratiques européo centrées quand le Conseil suprême des tribus de Libye désigna Seif al-Islam Kadhafi comme son représentant légal. Désormais, voilà donc un fils du défunt colonel seul habilité à parler au nom des vraies forces vives de Libye...Les abonnés à l'Afrique Réelle et les lecteurs de ce blog ne seront pas surpris par cette nouvelle puisque, depuis 2012, je ne cesse d'écrire :
1) Que la pacification de la Libye ne pourra se faire qu'à partir des réalités tribales.2) Que le seul à pouvoir reconstituer l'alchimie tribale pulvérisée par l'intervention militaire de 2011, est Seif al-Islam que son père, le colonel Kadhafi, avait pressenti pour lui succéder, et qui est actuellement "détenu" par les milices de Zenten.
Mes analyses ne procédaient pas du fantasme, mais du seul réel qui est que :
1) En Libye, la grande constante historique est la faiblesse du pouvoir par rapport aux tribus. Au nombre de plusieurs dizaines, si toutefois nous ne comptons que les principales, mais de plusieurs centaines si nous  prenons en compte toutes leurs subdivisions, ces tribus sont groupées en çoff (alliances ou confédérations).
2) L'allégeance des tribus au pouvoir central n'est jamais acquise.
3) Les bases démographiques des groupes tribaux ont glissé vers les villes, mais les liens tribaux ne se sont pas distendus pour autant.
Le colonel Kadhafi fonda son pouvoir sur l'équilibre entre les trois grands çoff libyens, à savoir la confédération Sa'adi de Cyrénaïque, la confédération Saff al-Bahar  du nord de la Tripolitaine et la confédération Awlad Sulayman de Tripolitaine orientale et du Fezzan à laquelle appartiennent les Kadhafda, sa tribu. De plus, à travers sa personne, étaient associées par le sang la confédération Sa'adi et celle des Awlad Sulayman car il avait épousé une Firkèche, un sous clan de la tribu royale des Barassa. Son fils Seif al-Islam se rattachant donc à la fois aux Awlad Sulayman par son père et aux Sa'adi par sa mère, il peut donc, à travers sa personne, reconstituer l'ordre institutionnel libyen démantelé par la guerre franco-otanienne. Mais pour comprendre cela, encore faut-il se rattacher à la Tradition lyautéenne des "Affaires indigènes" et répudier l'approche universaliste des "cerveaux à noeud" du quai d'Orsay.
Aujourd’hui, les alliances tribales constituées par le colonel Kadhafi ont explosé; là est l’explication principale de la situation chaotique que connaît le pays. En conséquence de quoi, soit l'anarchie actuelle perdure et les islamistes prendront le pouvoir en Libye, soit les trois confédérations renouent des liens entre elles. Or, c'est ce qu'elles viennent de faire en tentant de faire comprendre à la "communauté internationale" que la solution passe par les tribus... Certes, mais la Turquie et le Qatar veulent la constitution d'un Etat islamique et la justice internationale a émis un mandat d’arrêt contre Seif al-Islam...
Le 12 octobre, avec son habituel sens de la clairvoyance, sa célèbre hauteur de vue et son immense connaissance du dossier, BHL expliquera certainement cette évolution de la situation libyenne aux auditeurs de l'IHEDN (Institut des Hautes Etudes de la Défense nationale) devant lesquels il doit prononcer une conférence de "géopolitique". Il est en effet bon que les plus hauts cadres civils et militaires sélectionnés pour intégrer cet institut prestigieux, puissent écouter les analyses des experts les plus qualifiés...
NB : Au début du mois de novembre, aux éditions de l'Afrique Réelle, sortira mon livre intitulé "Histoire et géopolitique de la Libye des origines à nos jours" dans lequel, sur la longue durée, est mise en perspective la marqueterie tribale libyenne, clé de compréhension de la situation libyenne actuelle. Ce blog en rendra compte.

A cseh légierő 211. Tigris százada a napokban lépte túl a Gripennel teljesített húszezredik repült órát. Ebbe az óraszámba és a rendszerbe állás óta eltelt bő tíz évbe a napi kiképzési repülés és készültségi szolgálat mellett számos gyakorlat, két baltikumi és két izlandi légtérrendészeti misszió fért bele.

A cseh kormány 2001-ben határozta el 24 darab JAS 39C/D Gripen vadászrepülőgép beszerzését. Azután jött a 2002-es nagy árvíz, ami miatt az új gépek kérdése egy kis időre háttérbe szorult. Valamilyen megoldást mégis kellett találni, mert a rendszerben álló MiG-21-esek élettartama a végéhez közeledett, cseréjük 2005-ben volt esedékes. A végleges döntés 14 darab Gripen lízingjét tartalmazta, amelyek 2005-ben váltották a MiG-eket Cáslavban a 21. légibázison.

A csehek Gripen pilótája, Milan Nykodym gyakran magával viszi a fényképezőgépét, nemcsak a zónába, hanem a levegőbe is. Az alábbi galériát az ő fotóiból állítottam össze.
