Bonn, 14.10.2015. Die Verleihung des Friedensnobelpreises setzt das richtige Signal: Die vier Preisträger sind zentrale zivilgesellschaftliche Organisationen, welche die jüngere Geschichte Tunesiens erheblich mitgeprägt haben: die Gewerkschaft Union Générale des Travailleurs Tunisiens (UGTT), der Arbeitgeberverband Union Tunisienne de l’Industrie, du Commerce et de l’Artisanat (UTICA), die unter dem Ben Ali-Regime drangsalierte Ligue Tunisienne des Droits de l’Homme (LTDH)“ und die Anwaltskammer Ordre National des Avocats de Tunisie. Im Rahmen des sogenannten Quartetts haben sie 2013 durch einen „nationalen Dialog“ verhindert, dass das Land ins Chaos abdriftet. Sie stehen stellvertretend für Arbeitswelt und Wohlstand, für Rechtsstaat und Menschenrechte. Und sie stehen letztendlich für die gesamte tunesische Zivilgesellschaft, die mit einem unglaublichen Kraftakt den demokratischen Transitionsprozess bis heute tapfer und mutig am Leben erhalten hat. Doch so konstruktiv und konsensorientiert wie 2013 arbeiten die Quartett-Mitglieder in letzter Zeit gar nicht zusammen. Zwei der vier Preisträger müssten eigentlich ein schlechtes Gewissen haben: denn in den letzten Monaten haben die Gewerkschaft UGTT und der Arbeitgeberverband UTICA sich untereinander und mit der Regierung mehr über Partikularinteressen gestritten und gegenseitig beschimpft als nach sozialem Frieden gesucht. Die Gesamtentwicklung Tunesiens wurde darüber oft vergessen. Zahlreiche und lange Streiks lähmten auch 2015 ganze Wirtschaftszweige (Phosphatindustrie) oder Teile des Transport- oder Bildungssystems. Auch intern ist die UGTT zwischen den kompromissbereiteren nationalen und lokalen Führungsebenen sowie mit der „revolutionäreren“ Basis zerstritten. Die Unternehmer wiederum, vertreten durch UTICA, geben u.a. der UGTT die Schuld an der aktuellen Wirtschaftskrise. Die Proteste schrecken ausländische Investoren ab, von denen es in Tunesien sowieso zu wenige gibt. Aber auch UTICA kann sich nicht auf einen gemeinsamen zukunftsfähigen ökonomischen Reformkurs einigen, basierend auf einer dem Sozialdialog verpflichteten und dynamischen Wirtschaft. Trotz dieser Spannungen ist der Nobelpreis sehr wohl verdient und bedeutet eine Anerkennung der konstruktiven Rolle des Quartetts in der Überwindung der schwierigen politischen Krise von 2013. Dies konnte gelingen dank der Absage an Partikularinteressen, parteipolitisches Gerangel und an die Polarisierung zwischen Säkularen und Islamisten. Vor allem symbolisiert er eine Stärkung der Zivilgesellschaft an sich. Angesichts zunehmender Repression gegen zivilgesellschaftliche Akteure auf globaler Ebene, und den aktuellen Entwicklungen in Ägypten, wo zivilgesellschaftliche Organisationen wieder massiv eingeschränkt und überwacht werden, würdigt das Nobelpreis-Komitee hier ganz bewusst und explizit die zentrale Rolle der Zivilgesellschaft im tunesischen Transitionsprozess. Auch in Tunesien bestehen unter Menschenrechtsorganisationen Sorgen über eine potentielle Rückkehr repressiver Mechanismen oder einer erneuten Einschränkung der durch die tunesische Revolution 2011 gewonnenen Freiheiten (z. B. Presse-, Meinungs- und Versammlungsfreiheit). Der Ausnahmezustand, eine Antwort auf den Anschlag von Sousse im Juni 2015, wurde zwar Anfang Oktober wieder aufgehoben. In den politischen Parteien finden sich jedoch erneut Anhänger des alten Regimes, insbesondere in der Regierungspartei Nida Tounes. So kann der alte Sicherheitsreflex angesichts der realen Bedrohung durch radikalen „homegrown“-Terrorismus und IS-Syrienrückkehrer wiederbelebt werden.

Die Anerkennung der bisherigen erheblichen Fortschritte im Demokratieprozess (neue Verfassung, freie Wahlen, Parteienpluralismus, nationaler Dialog u.a.) und die Ermutigung auf diesem Weg weiter zu machen sind zum jetzigen Zeitpunkt sehr wichtig. Denn in den letzten Monaten hatten sich durch die sozio-ökonomischen Schwierigkeiten, die beiden schockierenden Terroranschläge im Bardo-Museum von Tunis und in Sousse sowie durch die gewaltsamen Entwicklungen in Libyen und im Syrien-Konflikt in der tunesischen Gesellschaft Resignation und Zukunftspessimismus verbreitet. Nach jahrelanger autoritärer Unterdrückung haben sich eine Vielzahl an gesellschaftlichen, politischen und ökonomischen Strömungen und Kräften herausgebildet. Diese driften teilweise stark auseinander. Eine der zentralen Herausforderungen ist es daher, aus dieser Gemengelage heraus einen neuen gesellschaftlichen Konsens aufzubauen und sozialen Frieden herzustellen. Hierfür werden starke inklusive Akteure gebraucht, wie sie das Quartett verkörpert. Es geht darum, wieder mehr Führung zu übernehmen und gemeinsam eine Vision für die soziale und ökonomische Zukunft Tunesiens zu entwickeln. Der Preis beinhaltet letztendlich auch den unausgesprochenen Auftrag an die Zivilgesellschaft sowie an die staatlichen Akteure trotz aller Widrigkeiten nicht aufzugeben. Hierzu sind sowohl die Solidarität zwischen den sehr unterschiedlichen Mitgliedern des „Quartetts“, zwischen Bürgern und Staat und  internationale Solidarität erforderlich, die Tunesien mit dieser großen Verantwortung nicht alleine lässt.

Am 4. Oktober 2015 haben die kirgisischen Wähler die Abgeordneten ihres nationalen Parlaments (Dshogorku Kenesch) gewählt. Im kommenden bzw. darauffolgenden Jahr werden die landesweiten Kommunalwahlen und Präsidentschaftswahlen abgehalten werden.

We will meet on Thursday against the background of refugee pressure that has been increasing in recent months. We agreed in September that our priority should be strengthening of the EU's external borders, as well as increasing our support for the countries in the neighbourhood and the refugees there.

Our natural reaction was to seek solutions to the refugee crisis, not only internally, but also by addressing the root causes through cooperation with the countries of origin and transit. As a result, the EU has engaged in an intensive dialogue with Turkish leaders as the biggest transit country. The goal of my talks in Ankara was to stem the wave of refugees to Europe. An agreement with Turkey makes sense if it effectively reduces the inflow of refugees. Concessions will only be justified when this goal is achieved.

We can already make the first assessment of our actions. One thing is beyond any dispute. The situation in the region is difficult and politically very complex. Just to give one example, Turkey is calling on us to support the establishment of a safe zone in northern Syria, whereas Russia -increasingly engaged in Syria - is openly rejecting this idea. There is no doubt that our strengthened cooperation with the region is indispensable, but it will be a long march. I propose that we discuss our common approach to Turkey and Syria over dinner.

Even if the influx of refugees slows down during winter, we must be ready for spring and the threat of bigger waves flowing to Europe. In fact, all the leaders I met in the region spoke about millions of potential new refugees. As exaggerated as this opinion may sound, it is our obligation to be prepared for all scenarios. We must ask ourselves if the decisions we have taken so far, and the ones we are going to take on Thursday, are sufficient to contain a new migratory wave. We need to face real challenges and answer serious questions concerning our methods of action.

Let us be clear about one thing. The exceptionally easy access to Europe is one of the main pull factors. In this context we should consider:
1. The future of the Dublin system, which is now in force - whether to keep it as it is or to look for alternatives;
2. The specific role of hotspots in light of different opinions as to their character and purpose;
3. The strengthening of our external borders, including a possible EU border guard.

As regards the organization of the Summit, the President of the European Parliament will join us at the beginning of our meeting at 4pm. After the exchange we will start our first session in order to discuss migration and to finalise conclusions. During this session, we will also take stock of the next steps with regard to the UK referendum on its membership of the EU, and confirm our commitment towards seeking viable solutions. President Hollande will raise the issue of the Paris COP 21 preparations with a view to making it a European and global success. Then, we will also review the work on the report on the future of the EMU.

We will continue over dinner with the international aspects of the migratory crisis which I have listed above. Finally, we will have a brief update on the most recent meeting of the Normandy Format. I look forward to seeing you all in Brussels

Too little has been done to ensure that citizens' rights are protected following revelations of electronic mass surveillance, say civil liberties MEPs in a resolution passed on Tuesday. They urge the Commission to come up immediately with alternatives to Safe Harbour, following the ruling by the European Court of Justice. They are also concerned about the surveillance laws in several EU countries.

The EU Commission proposal to make it mandatory for EU member states to exchange information on their tax rulings received only a lukewarm welcome in Parliament’s Economic and Monetary Affairs Committee on Tuesday. However, the report by Markus Ferber (EPP, DE), voicing dismay at the directive’s limited scope and late entry into force, has already been overtaken by last week's ECOFIN Council deal, which watered down the Commission proposal even further.

As of 1 October, the European Defence Agency (EDA) has taken over the provision of Satellite Communications (SatCom) services for the EU Training Mission (EUTM) in Somalia.

EUTM Somalia is the first CSDP military mission to draw on the option of the Agency to cover its requirement for SatCom services. Earlier this year, Athena - the mechanism established to finance CSDP military operations - joined the Agency’s EU SatCom Market as part of its efforts to improve the procurement process of the different operations. 

Through the Agency, the mission benefits from a strategic link between Somalia and Europe. The services include rental, shipping and installation of a C-band remote terminal in Mogadishu International Airport as well as a high data rate unclassified satellite link with anchoring in Europe. The services include also 24/7 technical support and on site-intervention if required.

In the coming months, the Agency will also take over the provision of Mobile Satellite Services for the operations EUNAVFOR Atalanta, EUTM Mali and EUTM Somalia as well as ATHENA Central.

Speaking about the cooperation, Brigadier General Antonio Maggi, EUTM Somalia Operation Commander said: “Thanks to the excellent cooperation between the EUTM J6 team, EDA and the contractor, EUTM Somalia will benefit from a reliable and secure connection with Europe for its Command and Control chain.”

EDA’s Chief Executive, Jorge Domecq added: “Supporting CSDP operations is one of the core missions of the EDA. I am confident this first example will pave the way for other CSDP military operations to make extensive use of all the support the Agency can provide.”

EUTM Somalia

On 10 April 2010, the European Union launched a military training mission in Somalia (EUTM Somalia) in order to contribute to strengthening the Federal Government and the institutions of Somalia. This support is part of the EU's comprehensive engagement in Somalia, which aims to support stabilising the country and to respond to the needs of the Somali people.

Since 2010, EUTM Somalia has contributed to the training of approximately 3,600 Somali soldiers with a focus on the training of Non-Commissioned Officers (NCOs), Junior Officers, specialists and trainers. 

EU SatCom Market

Within the EU SatCom Market project, EDA acts as the central purchasing body on behalf of the contributing members. It purchases the services from a commercial provider. The project uses a ‘pay-per-use’ model, so members do not have to contribute with regular fees, instead they only pay for what they order. Since May 2013, 24 orders have been passed for a total value of around €4 million. Austria, Belgium, Cyprus, Finland, Germany, Greece, Italy, Luxemburg, Portugal, Romania, the United Kingdom and the Athena Mechanism are members of the project. Further participation is open to all EDA participating Member States as well as all entities entitled to take part in Agency activities.

The Athena Mechanism

Athena is the mechanism established to administer the financing of the common costs of European Union operations having military or defence implications governed by Council Decision 2015/528/CFSP. The Council Decision allows for arrangements to be signed with union bodies to facilitate procurement in operations in the most cost-effective manner.
