European Commission head Jean-Claude Juncker called again for the bloc to build an army, saying a flock of hens posed more of a threat than its current military capabilities. "A bunch of chickens looks like a combat formation compared to the foreign and security policy of the European Union," Juncker told a Brussels forum in typically lively language.

European Union foreign ministers are expected to agree on Monday (20 January, 2014) to send up to 1,000 soldiers to help stabilise Central African Republic, the EU's first major army operation in six years. The intervention by the 28-nation bloc comes after a senior UN official warned on Thursday of the risk of genocide in Central African Republic without a more robust international response to communal bloodshed. The EU force could start arriving in Central African Republic by the end of February.

As for the CFSP / CSDP, the group "Sikorski" (reflection group on the future of the Union consists of eleven European Ministers of Foreign Affairs) attempts to reinvent the Western European Union or Assembly of WEU. Group members seem to agree on the need to strengthen the European External Action Service and the role of the High Representative of the EU for Foreign Affairs and Security Policy.

C’est à l’occasion du 59e sommet franco-allemand organisé le 22 mai 1992 à la Rochelle, que François Mitterand et Helmut Kohl décidèrent de la création d’un corps de défense franco-allemand à vocation européenne. Dirigé par le général de corps d’armée Olivier de Bavinchove, l’état-major est aujourd’hui composé de près de 400 personnes ainsi que d’une brigade d’appui au commandement de 600 militaires.

Une mission : pour quoi?
La multiplication des actes terroristes et les conséquences du conflit en Libye ont accru le besoin urgent de protéger les citoyens et les intérêts de l’Union dans la région de Sahel. L’Union a créé une mission PSDC au Niger pour soutenir le renforcement des capacités des intervenants nigériens en matière de sécurité en vue de lutter contre le terrorisme et la criminalité organisée. Le budget de la mission pour les douze premiers mois est de 8 700 000 EUR.
