Cette recension est issue de Politique étrangère (2/2016). Denis Bauchard propose une analyse de l’ouvrage de Pierre Blanc et Jean-Paul Chagnollaud, Atlas du Moyen-Orient. Aux racines de la violence (Paris, Autrement, 2016, 96 pages).

Cet ouvrage, court mais dense, répond à un besoin évident. Au moment où le Moyen-Orient est devenu « l’épicentre des violences », cet atlas propose une grille de lecture des « raisons du malheur », de même qu’il aborde de façon thématique tous les grands dossiers du moment. Les co-auteurs, tous deux universitaires, connaisseurs reconnus de cette région, nous aident à comprendre à travers cartes, graphiques et documents, la complexité d’un Moyen-Orient où les idées simples sont insuffisantes pour décrypter les turbulences actuelles.

Cet atlas rappelle tout d’abord, dans une partie historique, comment cette violence « s’est largement dessinée il y a un siècle avec la dislocation de l’Empire ottoman », dont la responsabilité revient essentiellement à la Grande-Bretagne et à la France. Sur la base des accords Sykes-Picot et de la déclaration Balfour, un nouvel ordre a été imposé, provoquant contestations et frustrations. Une deuxième partie évoque les « dérives idéologiques et politiques » qui affectent cette région, et qui contribuent à expliquer les violences actuelles. Dans une troisième partie sont décrites ses ressources, où l’abondance dans le domaine des hydrocarbures côtoie la pénurie dans d’autres, en particulier pour l’eau. La dernière partie sur « les figures de la guerre » dresse un tableau sans concession des champs de bataille actuels, latents ou ouverts, de même que du rôle des différents acteurs régionaux ou extérieurs.

Certains graphiques illustrent de façon frappante les textes. Il en est ainsi de celui qui retrace la dérive islamiste. À partir de 1967, on peut constater une décrue des partis nationalistes au profit de mouvements qui mettent l’accent sur l’islam et propagent, devant l’échec des gouvernements, un slogan simple et efficace : « L’Islam est la solution. » Certes, certains de ces mouvements sont relativement anciens, comme les Frères musulmans fondé en Égypte en 1928, mais leur idéologie connaît un essor récent qui dépasse largement les frontières de l’Égypte et plusieurs d’entre eux prennent le pouvoir. De même les mouvements salafistes, dont la promotion est assurée sur le plan idéologique et financier par les pays du Golfe, s’affirment partout et rayonnent dans l’ensemble du monde arabo-musulman. La naissance d’Al-Qaïda en 1988, puis de l’État islamique, témoigne du passage d’une frange de ces mouvements, peu nombreuse mais active et déterminée, vers la radicalité.

Plusieurs tableaux sont consacrés à la tragédie syrienne. L’un d’entre eux montre clairement la place des différents acteurs locaux – le régime, les opposants anti-Assad, les forces kurdes et l’État islamique – mais également le jeu des acteurs extérieurs, dont les objectifs et les priorités sont très divers, voire contradictoires. D’autres évoquent l’ampleur du nombre des réfugiés et des déplacés, et les destructions patrimoniales.

La conclusion des auteurs n’est guère optimiste, constatant que les événements en cours depuis 2010 « ne sont pas une crise de plus, mais certainement un basculement historique, une forme de rupture avec le passé ». Quelques pistes de réflexion sont esquissées, mais « le chemin à parcourir est considérable pour construire un Moyen-Orient stable et en paix avec lui-même ».
