On 21 June 2017 from 14:30 to 19:30, the European Parliament will organise a high-level conference on migration management in the European Parliament in Brussels. The conference will bring together political leaders, policymakers and practitioners to contribute to a reflection on a strategy to manage migration flows, and ensure a stable and prosperous environment at our borders. It will be organised in cooperation with the relevant parliamentary committees. Speakers will notably include:

On 8 June, SEDE will welcome Pedro Serrano, Deputy Secretary General, EEAS, to discuss the implementation of the Global strategy in the area of CSDP ahead of the Defence European Council on 22 June and the publication by the European Commission of its European Defence Industrial Programme legislative proposal.

On 8 June, SEDE will consider the draft report by Bodil Valero (Greens-EFA, Sweden) on "Arms export: the implementation of Common Position 2008/944/CFSP". The EU collectively is the second largest arms supplier in the world (with 26% of all sales) and the Common Position is a set of rules, guidelines and principles that govern the exports of arms, military technology and equipment and intends to enable EU Member States to make socially responsible decisions concerning those exports.
In her draft report Ms Valero makes a series of recommendations in order to improve the implementation of the Common Position with the aim of avoiding that military technologies are exported to non-eligible countries and un-authorised end users. She also makes proposals to boost information exchange among Member States, to make their reporting more standardised and timely and to increase the role of parliaments and public opinion in scrutinising the arms trade.

The aim of the workshop was to provide an overview of the EU arms export control system as well as options for improvement. The main speaker, Dr Sibylle Bauer, Director of the Dual-Use and Arms Trade Control Programme at the Stockholm International Peace Research Institute (SIPRI), provided a brief overview of the main elements of the EU Common Position 2008/944/CFSP and then focused on aspects related to strengthening implementation of the eight criteria of the Common Position, the enhancement of compliance with the reporting obligation by Member States, possible ways to increase the transparency and public scrutiny of the export control framework and the development of the EU’s institutional framework in this context. Her presentation was followed by a debate involving members of the Security and Defence Committee of the European Parliament, the outcome of which may feed into the EP Annual Report on Arms Export.

Since the end of the Cold war the nuclear crisis in the Korean peninsula has become the most dangerous challenge to international stability, security and peace. The nuclear and ballistic programmes of the Democratic People’s Republic of Korea (DPRK) have dangerously improved since the beginning of the decade and seem to have accelerated since 2014 in spite of the continuous strengthening of the international sanctions regime against Pyongyang’s Weapons of Mass Destruction programmes.
Accordingly, tensions have risen dramatically in the Korean peninsula. In the current context, the resumption of the six-party talks - deadlocked since the spring of 2007 - remains very hypothetical. It is clearly dependent on a change of attitude on Pyongyang's part, something hardly predictable.
Even if 'strategic patience' towards North Korea has been challenged for some time, it may be that there is no better alternative to this policy. Comprehensively conceived, it should be understood as a strong policy of containment of the North Korean nuclear crisis in order to make possible the return of Pyongyang to negotiations.
As a subsidiary issue, it could be asked whether the EU could play a renewed role as regards to nuclear and ballistic proliferation in North East Asia.

On 3 May, Members of AFET and SEDE will hold an exchange of views with NATO Secretary General Jens Stoltenberg. The debate will primarily focus on the strategic cooperation between the EU and NATO-EU, including the implementation of the 2016 Joint Declaration, and on how the two organisations can jointly face complex security threats emerging globally and in our neighbourhood.

Information warfare is as old as warfare itself and an integral part of today’s modern hybrid warfare. It intends to undermine the very notion of objective information or ethical journalism and its tools are deployed to destabilise the political, economic and social situation of a country under attack. In the SEDE meeting of 4 May, Members will discuss, with the help of experts from Moldova and the EEAS, the case of Moldova in the information warfare against Eastern Partnership countries.
