March 3, 2017 (JUBA) – A South Sudan's Catholic bishop sharply criticised a declaration of National Day of Prayer scheduled for March 10 by President Salva Kiir describing as “political and mockery”
The Catholic Auxiliary Bishop of Juba, Reverend Santo Laku Pio, told the Voice of America (VOA) on Thursday that he would not attend the prayer next week.
“I have been praying for South Sudan every day. This morning, I prayed for South Sudan. That prayer called by Salva Kiir; I will never and never understand. Unless they carry me as a corpse but I will never attend that prayer. It is a political prayer. It is a mockery,” said Santo.
President Kiir announced the National Day of Prayer on Wednesday in an audio message sent out to reporters.
“As your leader and the Patron for the National Dialogue, I am obliged to release this public statement to inform all our citizens and friends about the planned National Day of Prayers that's going to be held on March 10th, 2017,” said President last Wednesday.
Bishop Santo rejected the call, citing that the action of President Kii's army has caused displacement of Equatoria Region areas of Lango, Acholi, Madi, Kaku, Kuku and Upper Nile displacement of Shilluk tribe from their homes.
President Kiir “does not even come to church these days,” added the outspoken bishop.
“Why should I go [to] pray where there is no holiness, where there is no forgiveness? It is a joke to hear the president of the country calling prayers while at the moment, the soldiers are hunting people across South Sudan,” he stressed.
When told that he might be perceived political for crossing the neutral lines as a religious leader and comment on political issues, he rejected the assertion, insisting government forces are causing massive displacement of civilians through their actions.
He further said the first step should be taken by the government is to stop the war.
“People are being thrown away from their ancestral land. There have been a lot of robbery of the resources of the people,” he said.

March 3, 2017 (JUBA) – South Sudan armed opposition faction have dismissed as false reports that its director general of veterans, Stephen Gawaar Manyok defected.
In a statement, rebel spokesperson, William Gatjiath Deng said reports that Manyok and other generals defected from Kaldak were “baseless” rumors.
“Maj. General Stephen Gawaar Manyok who is also the director general of veterans, wounded and heroes a long with the said officers alleged to have defected, have not been defected and they are now in the GHQs [General Headquarters],” he said.
Those circulating rumour, the armed opposition's spokesperson further said, are “enemies” who want to create cracks among officers in the rebel movement.
“The ruthless regime has failed completely since they brought so many times the foreign troops (allies) to topple down the movement and we are still standing firm and ready to fight back their bribed foreign allies,” said Gatjiath.
“The last option for the dead regime is to auction around unnecessary information against the movement as you might have seen many fake fabrications floating on the social media," he added.
The South Sudanese army (SPLA) has not yet commented on the rebels' statement.

March 3, 2017 (JUBA) - The governor of Gogrial state in South Sudan has issued an order sacking a deputy previously appointed by his predecessor and appointed a key political ally as the state minister of information.
Gregory Deng Kuac Aduol issued an order on Thursday evening removing Santino Akot Abiem from the position of deputy governor. Abiem was appointed into the post by his predecessor, Abraham Gum Makuac, who was removed through a republican order issued in January.
Another order appointed Ariech Mayar Ariech, a longtime political ally of the new governor and a close friend to the family of the president. Ariech was a longtime critic of the former governor Warrap, Nyandeng Malek, with whom the incumbent governor fell out due to political ambitions.
Malek was later removed from office after five years of sustained political fights led by Ariech and his allies in parliament and in other capacities in the state and at the national level.
She was ousted out of office through presidential order and replaced with her deputy, Akec Tong Aleu, who later appointed Ariech as the state minister of information but was later removed from his position less than six 6 months following the appointment after president Kiir dissolved the 10 states and increased them to 28.
The president appointed Makuac, who later formed his own cabinet without Ariech.
Politicians from the area attributed his exclusion from the new cabinet to his loyal to the incumbent governor, who was an aspirant for the same position, making governor Makuac believes the allegations of his allies Ariech did not campaign for him during lobbies because he must have been campaigning for his political ally.
Ariech told Sudan Tribune on Thursday after his appointment that he would collaboratively with governor Gregory to unite the people and move the state forward. He also committed the governor for assigning a cabinet position.
“I will work collaboratively with our governor to unite our people and move the state forward”, said Ariech, who described Governor Aduol as “a great leader”.

March 2, 2017 (KHARTOUM) - Sudanese President Omer al-Bashir Thursday has dissolved his government and tasked the ministers to continue with their existing responsibilities until the formation of the National Consensus Government.
The move follows the appointment of Bakri Hassan Saleh as the first prime minister since President al-Bashir took power in 1989, in implementation of the outcome of the national dialogue conference.
Sudanese Information Minister and Government Spokesperson Ahmed Balal Osman Thursday told reporters the President issued two decrees related to the cabinet's dissolution and the continuation of existing ministers until a new one has been formed.
He further added that al-Bashir and Saleh will engage consultations with the political parties before to announce the new government and described the bargaining as a "complex process".
He added the number of ministries and the share of every party are not yet fixed but the standards of choice have been set up including the political forces participating in the government, and qualifications of ministers who will be picked for the federal and regional levels.
"Forming a government will take time," Osman said.
The new prime minister, however, shared the weekly meeting of the cabinet. He praised the efforts exerted by the acting ministers during the past period and vowed to form the new government during the upcoming days.
Before to chair the cabinet's meeting, Saleh sworn in at the presidential palace in Khartoum.
The swearing-in ceremony before President Omer al-Bashir was attended by the Chief Justice Ahmed Haidar Dafa'a Allah and Presidential Affairs Minister Fadul Abdallah.
In a press statement after the ceremony, the Prime Minister of the National Consensus Government expressed his utmost appreciation for the confidence placed in him by the President.
He further expressed hope to carry out responsibilities guided by the outcome of the national dialogue and to form an inclusive government including all the forces that participated in the process and to achieve peace, stability and to reduce poverty.
Saleh is the only military officer of the Revolutionary Command Council of 1989 coup d'état to remain beside al-Bashir during his 28-year-rule.
His choice, for many, indicates that the army remains more than ever the main basis of the regime. Saleh is the interlocutor at the Sudanese presidency of the general staff. He defended their points of view and privileges during the different crises.
Following Saleh's choice for the new post by the ruling National Congress Party leadership body, President al-Bashir stated that his old friend was endorsed by all the political forces involved in the dialogue process.
Also, he said that the position of the second vice-president will be maintained in line with the Doha Document for Peace in Darfur which is now part of the constitution.
The president further emphasised that the purpose of all the constitutional reforms, including the post of prime minister, is to undertake the needed reforms during the transitional period and to prepare a permanent constitution.
He pointed that the National Document encompassing the resolutions of the dialogue conference, saying it would remain open for the holdout groups and would be the foundation of the future constitution.
"The journey continues and anyone can ride the train without tickets and from any station," he said in a message to the opposition groups that refuse to acknowledge the internal process and its outcome.
The opposition Sudan Call forces and the Future Forces of Change refuse to join the government-led national dialogue process and call to implement the confidence-building measures included in the Roadmap Agreement brokered by the African Union mediation team.

March 2, 2017 (JUBA)- The US legislators comprising congressmen and senators have written to the new chairperson of the African union, Mousa Faki Mahamat asking him to take extraordinary steps to avert a looming genocide in South Sudan.
The lawmakers argued the international community to work together to find a political solution to prevent genocide and mass atrocities from being committed in the young nation.
“We bear collective responsibility to prevent genocide and mass atrocities. The international community must work together to find a political solution. We ask that you take the extraordinary step of convening a high level meeting of regional leaders and stakeholders with the goal of averting genocide and mass atrocities in the near term and agreeing to a diplomatic roadmap leading to a lasting peace”, the joint letter dated February 24, 2017 sent by Sudan Tribune reads in part.
It further stated that lawmakers do not ignore a challenge in finding a solution, but that failure to find a solution results in the people of South Sudan paying for it.
“We are no under illusion that a solution will be easy to find. However, a everyday that we fail to do so, the people of South Sudan will suffer. Half of South Sudan's population is in need of humanitarian aid and the number is likely to grow. People continue to be raped and murdered in their own homes. The international community must act as quickly as possible. The cost if we fail to do so is much too high. We stand ready to assist your efforts”, the lawmakers add in the letter.
They also expressed concern about reports of horrific violence against civilians and potential genocide occurring in the country if urgent political intervention is not made.
The letter highlights the plight of nearly three million people displaced as well as an estimated 50,000 killed in the violence, which broke out in South Sudan in December 2013. Of particular concern, they said, was the renewed violence in Upper Nile state capital, Malakal and the Equatoria regions, which were relatively peaceful areas.
“We write with concern about one such challenge: ongoing reports of horrific violence against civilians and potential genocide in South Sudan, and the need to arrive at a sustainable political settlement to end the civil war in that country”, further reads the petition.
“The international community must work together to find a working solution,” it added.
The congressmen and senators who signed the 24 February petition include, Benjamin Cardin, John Boozman, Edward Markey, Johny Isakson, Karen Bass, Michael Capuano, Jeffery Merkley, James Inhofe, Richard Durbin, Christopher Coons, Cory Booker and Barbara Lee.

March 2, 2017 (JUBA) - The Jieng (Dinka) Council of Elders (JCE) has denied being a shadow cabinet advising President Salva Kiir on national matters but pledged to support the independence of South Sudan.
“For those so far misled to believe that the JCE (Jieng Council of Elders) is the main advisory board to President Salva Kiir Mayardit in the governance of South Sudan, we sincerely and honestly tell them that we are not any nearer to President Salva”, writes Aldo Ajou Akuey, a leading member of the group on his Facebook page.
Social media and outlets are full of stories about the JCE's role in the country. All the major decisions taken by the tribal body and then brought to the cabinet meeting for a formal endorsement, say detractors.
However, Akuey who is the chairperson of legal and constitutional affairs at the council of state denied the self-appointed tribal group of veteran politicians was close to president Kiir.
“For those so far misled to believe that the JCE is the main advisory board to President Salva Kiir Mayardit in the governance of South Sudan, we sincerely and honestly tell them that we are not any nearer to President Salva,” he said.
The official argued the legitimacy of Salva Kiir as the President of South Sudan emanates from his struggle for the liberation of the country not from his affiliation to the Dinka tribe.
“He was not built or elected by the Dinka community alone. If there is anything in common between Salva and JCE, it is the fact that Salva is a Dinka by birth and the Chairman of the SPLM to which our group is affiliated by merits of the final liberation of our country and ourselves as individuals and as a nationality,” he said
However, Akuey stressed that the JCE as an ethnic entity supports the existence South Sudan as a free sovereign nation.
“We have the right to protect, preserve and uphold the ultimate Liberation's achievements of the Sovereign Republic of South Sudan. The JCE has sworn not to let down the "independence and sovereignty" as the fundamental achievement of the 21st century (all the way from 1899 to 2005).
"We will not agree with any traitors whose mission is to temper with the freedoms and rights of our nation", he added.

March 2, 2017 (ADDIS ABABA) – Ethiopia on Thursday said its security forces have foiled a plot to attack the country's massive power plant project, Grand Ethiopian Renaissance Dam (GERD) which the horn Africa's nation is constructing on Nile River near the Sudanese border.
State Minister for Government Communication Affairs, Ato Zadig Abraha, said the security forces have successfully foiled an attempted attack by some 20 members of Ethiopian rebel group self-calling, Benishangul Gumez Peoples Liberation Movement.
He said 13 members of the group were shot dead while approaching the dam site to launch the attack.
While seven others who fled away to the Sudanese territory were later apprehended by Khartoum and delivered to the Ethiopian authorities.
Abraha added that the armed men travelled from Eritrea and were tasked to attack the dam and disrupt its construction process.
Ethiopia has repeatedly accused arch-foe Eritrea of training and financing Ethiopian armed opposition groups to launch attacks in Ethiopian, allegations Asmara denies.
The 4.2 billion dollar dam project which Ethiopia is constructing from own coffers is currently 56% completed.
Egypt which largely depends on Nile river for its water supply fears that the construction of what would be Africa's largest dam would eventually diminish its water share and had since the launch of the project in 2011 been demanding halt to the mega power project.
Recently Ethiopian officials had been accusing some elements in Cairo of financing and supporting Ethiopian armed groups to sabotage completion of the project.
Some unidentified Egyptians were caught on camera while pledging to provide all necessary support for Ethiopian armed opposition groups.
Addis Ababa has then officially requested an explanation and requested that Egypt stops activities of these hostile groups.
Meanwhile, the installed hydropower generation capacity of the Grand Ethiopian Renaissance Dam (GERD) has been increased to 6,450MW from 6000.
Initially, the dam was designed to generate 5,250MW. However, due to the upgrading made on the power plant, its generation capacity has been raised from 5,250 MW to 6,000 MW.
It was upgraded to 6450MW as a result of the improvement made on generators to boost the capacity of the power plant.
Since its launch six years ago the power plant had been upgraded twice to scale up it electricity generation capacity.
Ethiopia minister of communication and information technology, Debrestion Gebremical, last week said works are nearing completion to enable the dam to generate 750MW in advance.
“Construction of power receiver and transmission stations as well as the installation of power transmission lines have been fully completed. The only thing left is fixing the two turbines that generate 375MW each,” he told local journalists.
The next step he said is enabling the dam to hold water, he said, indicating the final preparation being made by the government to facilitate ways in which the filling of the dam's reservoir will take place.
“We are preparing to discuss with the governments of Sudan and Egypt,” he said, reiterating that “the dam doesn't cause any significant harm on the lower riparian countries.” the minister added.
Ethiopian officials stress that the main goal of the dam is “combating poverty and realising development and prosperity”
Ethiopia which intends to join middle-income countries by 2025 is investing billions of dollars in mega projects as part of the nation's efforts to combat poverty and bring sustainable development.
Ethiopia is a source of 85 percent of the Nile water resources which most of Egypt's over 80 million people depend on for water supply.

March 2, 2017 (JUBA) – South Sudan is to appoint, as part of its obligation, six representatives to the East African Legislative Assembly (EALA), its foreign affairs spokesperson, disclosed.
Appointment to the regional assembly, Mawien Makol Ariik said, would be completed when South Sudan pays the $1 million membership fee.
“South Sudan government is almost becoming a full member in the East African Community and we just need to pay our membership fee. This month, we are expected to choose six members to represent South Sudan to East African parliament,” he told Radio Tarmajuz.
South Sudan became the sixth member of the East African Community (EAC) block after President Salva Kiir signed an ascension treaty in Dar es Salaam, Tanzania last year. The move came after regional heads of states approved the admission of a country, which faces a civil war caused by its two main warring factions.
South Sudan applied for membership to the EAC as soon after it gained independence from Sudan in 2011. However, its application was declined because of institutional weakness.
As a member of the regional body, South Sudan will enjoy all the economic benefits the club currently has to offer (freer movement of labour and capital and, in principle, free trade) and will join the members as they move to increase economic integration (through a monetary union) and eventually establish a single political federation.
The EAC was originally formed by Tanzania, Kenya and Uganda before Rwanda and Burundi joined the bloc later on.

The United States has long supported international efforts led by the African Union to mediate an agreement between the Government of Sudan and the Sudan People's Liberation Movement- North (SPLM-N) to bring an end to fighting in the “Two Areas” of Southern Kordofan and Blue Nile. In 2016, both sides signed the AU Roadmap Agreement, under which they recommitted to simultaneous talks toward agreements to cease hostilities and provide humanitarian assistance. Unfortunately, the parties have been unable to come to an agreement on the method of delivery to provide humanitarian aid in opposition held areas. This impasse is hurting the Sudanese people living in areas controlled by the SPLM-N, as well as blocking all of Sudan from moving forward with a peace and reconciliation plan sponsored by the African Union.
In order to break this impasse on an agreement and facilitate much-needed humanitarian assistance, the United States has offered to deliver humanitarian medical assistance to the people in SPLM-N controlled areas. Our offer to oversee and implement these deliveries intends to give confidence to the SPLM-N that the Government of Sudan would not be able to control or block aid provided under this mechanism. The Government of Sudan has agreed to this proposal, but as of yet, the SPLM-N has not allowed the proposal for humanitarian access to go forward.
To be clear, the United States is ready to begin delivering medical supplies and vaccinations to the people within SPLM-N controlled areas of Southern Kordofan and Blue Nile states. While the supplies would be inspected by Government of Sudan customs authorities at a port of entry, they would remain in the custody of United States at all times until delivered to the opposition held areas.
The method of delivering humanitarian assistance to the Two Areas was the last remaining roadblock to the signing of a cessation of hostilities agreement last August, bringing an end to decades of fighting. The agreement would include international monitoring and agreement on full access for all other humanitarian assistance to be delivered by international agencies to the SPLM-N held areas. This would mean civilians in dire need would begin seeing food and other humanitarian supplies arriving in their areas very quickly.
Given current predictions of emergency-level food insecurity likely to occur within the next two months in SPLM-N controlled areas, an agreement to allow humanitarian access to begin now is critical to save lives. In addition to the urgent need for humanitarian assistance, as long as there is no jointly agreed and monitored cessation of hostilities, and as long as opposing forces remain in close proximity to each other, there will continue to be tensions and skirmishes which will only inflict greater harm on civilian populations.
The United States urges the SPLM-N to remove political conditions preventing humanitarian assistance from reaching populations in need and allow rapid deployment of humanitarian aid to civilians in the areas it controls. This agreement would not preclude—and indeed we would strongly encourage—separate arrangements for necessary medical evacuations or prisoner exchanges to be coordinated by other parties through a third party nation.
The Government of Sudan also has a role to play in making this process work by addressing the root causes of the conflict. In order to realize sustainable peace, all parties must engage in a genuine political process as an alternative to war. This will require the Government of Sudan to create an environment that is conducive to freedom of expression and full political participation by both armed and unarmed opposition in and outside of Sudan.
March 1, 2017 (KHARTOUM) - Sudan's ruling National Congress Party Wednesday has picked the First Vice-President Bakri Hassan Saleh for the newly created post of prime minister.
The new prime minister whose mandate is to implement the out of national dialogue conference will lead a cabinet appointed by President Omer al-Bashir representing all the political forces involved in the process.
"The leadership bureau, in a meeting chaired by President Omer al-Bashir has agreed to nominate Bakri Hassan Saleh to the positions of head of Council of Ministers and First Vice-President," announced the Presidential Assistant Ibrahim Mahmoud Hamid on Wednesday evening.
The swearing-in ceremony will be held at the presidential palace on Thursday, following what, a press conference will be organised at 02.00 pm, in the presence of the members of higher national dialogue mechanism and the government ministers.
Mahmoud said that the prime minister will hold consultations to form a government with the political forces.
Sahel has been appointed as first vice president in December 2013.
He was one of the officers that conduct a coup d'état in June 1989 to bring his close friend Omer al-Bashir to power.
He served as vice chairman of the security and defence committee of the Revolutionary Command Council, security service director, president's advisor for security affairs, interior minister, minister of presidential affairs, and the minister of defence.

March 1, 2017 (JUBA) - In response to the declaration of famine in several areas in the war-torn South Sudan, the UN spokesperson announced on Wednesday that aid workers have reached some 139.500 civilians in the war affected areas.
"UN and partners have delivered food to nearly 114,000 people across four locations in Mayendit county and to nearly 25,500 people in two locations in Koch county," said Stéphane Dujarric in his daily press conference at the UN Headquarters in New York.
He further said that three mobile response teams are deployed across Leer county to deliver food to nearly 48,500 people, and further food distributions are planned in Koch and Panyiajar in the days ahead.
In addition to the food distribution, he added that teams have been deployed to six key areas to implement vital nutrition, health, water, sanitation and hygiene, and child protection interventions.
"Cholera vaccinations are being administered in Leer, Mayendit and Panyiajar," he pointed.
Last week, United Nations and South Sudanese officials declared famine in parts of South Sudan,“” Also, President Kiir pledged to provide unfettered access to the affected areas.
UN agencies estimate that about 5.5 million people have no reliable source of food by July.

Eighth Anniversary of ICC Indictment of Bashir
It is Noteworthy that Saturday the fourth of March 2017 will mark the eighth anniversary of date in the year 2009 when it brought the charges of crimes against humanity, war crimes and genocide by the International Criminal Court (ICC) against the President of the ruling regime of the NCP, Omar Hassan Ahmed al-Bashir who perpetrated the heinous crimes in the war-torn region of Darfur in Western Sudan and he remains at large since then. This occasion, the eighth anniversary of the indictment of Omar Hassan Ahmed al-Bashir with genocide, war crimes and crimes against humanity is a reminder to the international community that the issue of the people of Sudan in Darfur is still alive and that the criminals of genocide are still at large and that the Sudanese People are still calling and demanding the arrest of the culprits and bring them to international justice and no for the normalization of relations and support for them. Thabo Mbeki, working on behalf of the International Community keeps summoning the Sudanese opposition factions, both armed and civil, in marathon round trips to the Ethiopian Capital Addis Ababa for meetings the outcome of which known in advance and the results of those meetings, are nothing but catching the wind and the primary goal goes unheeded. The purpose of those meetings in the face of negotiations between the opposition and the ruling regime delegation of the Party National Congress, which usually come to Addis Ababa negotiating positions incapacitating usually undermine the meetings from the first glance, because the opposition understands the intention of the Khartoum government delegation which longs for the meeting to be closed without reaching the intended results. The Sitcom goes on. This boring series have been going without for so long without leading to a concrete result. And unfortunately, leads to prolonged suffering of the Sudanese people in areas of conflict and prolonging the rule of the National Congress Party (NCP) regime to continue committing more crimes against the people of Sudan. The Thabo Mbeki Sitcom has been going on for over seven odd years in the 21st century. Unfortunately, this so-called International Community tends to exchange these malicious roles as required by the political interests of the respective countries centred on a fixed set of interests at the time.
The Members of the international community in order to dominate the world, they did not care of the ideals such as humanity and world peace and human rights, except in accordance with their interests, especially the five permanent members of the UN Security Council. Unfortunately, these are obvious facts before the peoples of the third world who continue living under dictatorship regimes backed by the international community.
Our Evidence
And our guiding evidence on what we say is the unwavering and unrivaled support in these days, which has been given to the ruling regime of the National Congress Party (NCP) by the of troika of United States, the United Kingdom and Norway and the praise, which it does not worth that al-Bashir has abided by the commitment and improved human rights. The trio have unashamedly dared saying in spite of the continuing war crimes in the Nuba Mountains and in Darfur where the entity used weapons of MAs destruction in the form of chemical weapons against the Sudanese citizens in the Jebel Marra area and along with the crimes committed by the militia of Bashir's government, which is called Rapid Support Force (RSF, the former notorious Janjaweed militias. This is in spite of the fact that the British Parliamentary Group on Sudan and South Sudan has released its report on the Sudanese-British relations, calling to connect any debt relief for the (NCP) regime to move to a comprehensive peace and democratic transformation in the country.
And of the evidence which refutes the allegations of the view of the international community in the praising of the Khartoum government is the continued repression and the suppression of freedoms and the imprisonment of dissidents, confiscation of newspapers and imprison and torture of journalists, as well as to concealment the places where the prisoners of war are incarcerated. Moreover, the Security chaos, intertribal warfare through stirring sedition among the communities and insecurity throughout the country including the major cities and towns using the proxy militias and mercenaries to create lawlessness. Of the Sudanese citizens subjected to prolonged detention without charge or submit to the court is the Sudanese human rights defender Dr. Mudawi Ibrahim Adam and is being subjected to a smear campaign by newspapers controlled by the National Intelligence and Security Service (NISS). Eighth Anniversary of ICC Indictment of Bashir
On 4 March 2009, the Prosecutor of the International Criminal Court, Luis Ocampo, that the Court had sufficient evidence to claim off Bashir to charges resulting from inquiries regarding war crimes, crimes against humanity and genocide committed in Darfur, the Court therefore demands that Omar al-Bashir, President of Sudan, appear in court to face the charges, and if he doesn't, the signatory States to the Rome Convention, and also the Security Council arrested to stand trial in the Hague.
Threat with Doom and Gloom
The international community tended to issue threat of doom and gloom for the Sudanese opposition components that include the Sudan Revolutionary Front (SRF) and the Alliance of Sudan Call in both of which exists the civil and armed sectors. Therefore, the opposition components used to consider the- instructions issued by the international community, work for their interests and not for the welfare of the people of Sudan who are living under the rule of dictatorships of Omar al-Bashir.
The Sudanese opposition components do not reject the national dialogue in principle, but they do not see what is submitted by the ruling regime of the NCP anything new counting on the seriousness that leads to sustainable peace and full democratisation. But what the regime is doing is nothing more than prevarication and intransigence which leads to undermining the principle of dialogue and real negotiation. Therefore, the proper place for the (NCP) criminal regime is the trash and the dustbin of history by being ousted through a popular uprising. The (NCP) regime continues in its fundamentalist ideology of “we or the Deluge”. The Khartoum Clique of the Islamic Fundamentalist regime led by the genocidal criminal General Omer Hassan Ahmed al-Bashir with their arrogant statements have proven beyond a shred of doubt that they would not allow other political groups to share ruling Sudan. The following are their verbatim quotes from the mouths of the influential individuals in the regime: Lt-Gen. Mustafa Ebeid, Quote ;( We are main players in regional and internal politics, so nobody apart from us meaning the Islamic movement shall rule Sudan) end of the quote. Thus, Sudan remains a long lasting conflict-ridden failed state, monopolised by the aforementioned clique.

The hardline Islamists group at the core of regime chaired by Omer al-Bashir has no intention of sharing either power or wealth with the majority of the Sudanese. One of the main reasons for this position taken by the (NCP) regime clique is their belief that the definitive arrival of another Sudanese party to power means the handing over and delivery the chuckled Omar Hassan Ahmed al-Bashir and his entourage to the International Criminal Court (ICC) in The Hague. Moreover, this belief remains the most important factor in the persistence of the regime governing solo for the protection of Omar al-Bashir from the apprehending hand of the (ICC). And for these reasons that anyone who still believes that he will have the opportunity to govern Sudan, while the Islamic movement group on the helm of Sudan he/she is considered as if living in a daydream. This fact also applies to the international community, which has been betting on the possibility of the arrival of the ruling regime of the NCP through negotiation and dialogue to agree to the participation of government with the Sudanese opposition components through peaceful exchange of power, according to well-known democratic norms.
On the whole, the objectives of the international community were clear and well known. In that, they have uttered them explicitly before that they do not agree to change of the ruling regime of the NCP, but rather just reform to fix it!
Blame game
It is pointless for the international community to target and blame the Sudanese opposition group in Isolation without directing the blame to Omer al-Bashir and his regime in the First Place. It is unfortunate that the international community envoys - the arms of affiliated to it and the organizations related to it such as the human rights bodies; visit Khartoum under the control of Sudanese security devices, National Intelligence and Security Services (NISS), that does not allow them to see the real situation on the ground. They then write telltale reports from the mouthpiece of Omer al-Bashir's regime that has provided the information for such visits. It needless to say that information has no credibility since it is a censured by from government sources and not from independent sources. They are nothing but views or reports coming out from-Bashir's security apparatus. The aforementioned narrative relates to the visit of the Independent Expert on Human Rights in Sudan, Aristide Nononsi.
Rapprochement between NCP of Omar al-Bashir and the European Union recently:
The ruling regime of the NCP this time feels blissfully and unprecedentedly happy for the rapprochement initiated with the EU and the US administration under the former President Barack Obama. Therefore, the regime believes that the international community would compel the Sudanese political opposition to accept all the dictates of them in the interest of Omar al-Bashir. However, political analysts expect that the rapprochement between the NCP regime and the EU will not last long given the recent repressive inhumane treatment of Omer al- Bashir's regime for the refugees from Ethiopia and Eritrea. The report stated that the European Members of Parliament (MEP) called for inquiry as Ethiopian and Eritrean asylum seekers receive 40 lashes and $800 fines, while activists warn EU migration aid is emboldening Sudan. This incident is likely to raise grave concerns about the strength of human rights conditions attached to more than One hundred US Dollars ($100m) which is migration-related aid earmarked for Sudan by the European (EU) commission. In the circumstances, the (NCP) regime has left no room or leaves any glimmer of hope and no choice or an area for the Sudanese opposition to engage in dialogue with it and thereby it became clear that the Sudanese people in resolving their continuing crises, they have to oust the regime by all the available means.

The Red Army, popularly known as the Lost Boys and Girls of South Sudan has of late being grabbing news headlines for all the wrong reasons. At the centre of this controversy of news headlining is Rebecca Nyandeng, the widow of Sudan People's Liberation Army/Movement (SPLA/M) leader and founder, Dr John Garang. Mrs Nyandeng who is a stalwart of opposition against the government of South Sudan is on a campaign tour in the USA. The embattled widow was recently caught on al-Jeezera interview totally unprepared to answer rather simple but yet convoluted human rights questions with respect to her husband's records, who led the successful liberation struggle.
In yet, the latest blunder, Mrs Nyandeng who is gaining infamy with her zealous criticism of President Salva Kiir was pressed hard on the issue of conscription of child soldiers, during her husband's reign in the liberation struggle, and into which, she egregiously responded, the “Human Rights Watch report was not correct because…, children came with their parents and some of them just followed the army because sometimes when they go with the army they can find better services; food and things like that because we were in the bush. Some of the children even leave their parents and they followed the army. There was no official recruitment which was being done.” The question or the topic is perhaps too sophisticated for someone with the intellectual ilk of Mrs. Nyandeng, especially when she barely has time to digest the question, hence, attributing to her appalling response. Either that or it is just a sheer dishonesty from her part.
The so-called Red Army (or Jesh al-Ahmer also known as the Lost Boys and Girls of South Sudan) was a section of SPLA soldiers, who were exclusively composed of minors. Their history in the liberation struggle is not any different from those adults who ended up being soldiers of the SPLA in one way or the other. The pattern for becoming SPLA fighter, regardless of one's age, generally followed conscription, enlistment, cajoling, or even by default.
Like many liberation struggles from around the world, the bulk of SPLA soldiers were made up of conscripts. Many people were rounded up compulsorily and without consent to join the fight. As a matter of fact, such practice rarely discriminated people base on age limits. It was the physically appearance and ability, which determines one's qualification for conscription. The circumstances were actually exacerbated due to the fact that it was virtually impossible to ascertain ages of people since birth records were none existence. Then, there were folks who willingly joined the liberation struggle. Those category included minors as well. For an organisation that its support base is the people and their willingness to sacrifice, it was naturally impossible to reject those who voluntarily joined, despite their tender ages. And then, there were also those who were lured by prospect of better services such as education, shelter, feeding, health, security etc. During the devastating war of liberation, people were forced to corrugate under the den, in towns ran by the brutal regime in Khartoum. Others had no choice, but to flee into exile. And then, others ended up under SPLA liberated areas, where, therefore, the military training centres were better potentials for most Jesh al-Ahmer. Even more enticing, the SPLM political commissars, (the cadre trained as ideological propagandists and liars), made those training grounds more alluring factory for fighting force coming out of age. And finally, there were those who became SPLA soldiers by default. (I mean literally by default). Those in most cases were relatives of the commanders or soldiers, who in words of Mrs Nyandeng, “followed the army.” They were in most part, privileged individuals who received little to no formal military training at all. They avoided major deployments and remained in the rear for the most duration. They were the children of the benys who followed the soldiers for better services that Mrs Nyandeng referred to in her appalling statement as she tried to deflect the question of child soldiers' conscription.
Therefore, the highlights above and many more constituted the composition of the popular Red Army of SPLA under the SPLA/M guidance, and yes, under the “official recruitment” rules and regulations of the movement that was led by Mrs Nyandeng's husband, Dr. John Garang. Many of these Red Army soldiers were organised into exclusive or mixed units. They experienced deployments in frontlines. When they aimed at the enemies, they did so with intentions to kill. They bleed blood once shot at. They also died just like any other mortal being. And yes, they bore all the brant of horrors of the war more than the adults and of course, they endured. Their training centres were sources, which compelled humanitarian aid to the SPLA/M liberated areas. So, in actual fact, they never followed food, but the food rather followed them. In large scheme of things, the Red Army of the SPLA were not just the lethal fighting force, they were the hub of reserved force for the battles of the future. They were the pool by which future recruits were gathered from. Their strategic presence and significance can never be simply brushed aside in such a desperate effort of trying to defend the records of an individual leader, in the case of her husband. If those who fought in the liberation struggle are being recognised today as heroes, the Red Army of South Sudan genuinely deserves a place in history, due to their contributions and selfless sacrifices. Their records in the liberation of the country are as just impeccable.

A Glance at the oil and gas Sector

To satisfy the greed and political ego of Taban Deng Gai and his poodle in the body of the academic fraudster turned Minister of Petroleum, the duo are on the process of signing an Exploration, Production Share Agreement (EPSA) with a fake company from Nigeria called Oranto Petroleum.
Let it be known to all South Sudanese across the political and tribal divide that the EPSA, if allowed to be signed tomorrow, will mark the beginning of auctioning South Sudan oil and gas assets.
This piece exempts the Ministry of Petroleum staff with the exception of the poodle and academic fraudster in the body of Ezekiel Lol Gatkuoth who acts on instructions from Taban Deng Gai, the product of an African slavery motherhood. In fact Taban holds the Petroleum Ministry portfolio and Ezekiel is just an implementing agent. In their report to the Minister, the technical staff in the Ministry of Petroleum clearly stated that Oranto Petroleum lacks both technical and financial capabilities to handle its 90% share but their recommendations were not loud enough because Oranto's offer may be the best deal for Taban and Ezekiel and South Sudan doesn't matter at all. Oranto Petroleum has never drilled a single wildcat well in her short history of existence.
Back to the literature, Oranto was introduced to Kiir by the Equatorial-Guinea dictator Teodoro Obiang Nguema Mbasogo who has perfected corruption as evident in his legacy. A due diligence will disqualify this rogue company.
Moving on, the Ministry of Petroleum has invited all partners in the exploration sector for discussion this week including Total, Exxon, Tullow and Oranto. As usual, Oranto is mysteriously receiving a VIP treatment to the extent that it is given a place in the high table of legends in the Oil and Gas fraternity. After securing Block B3 in a record short negotiations, the dark powers of the so-called Transitional Government of National Unity (TGONU) further proposed Oranto and Exxon to be part of the concession with Total in block B1 and B2 respectively. Exxon being a professional company with a reputation to protect has declined officially in writing. The Minister has now opted to request Total to take a 50% stake in the concession. Total as a giant in the sector has requested 32% of the concession and farmed in Tullow to be included in the concession.
The humility demonstrated by Total, Exxon and Tullow shows the challenges ahead, let alone the risk of taking too much shares in an oil concession where a reputable company opts to partner with a genocidal regime at the expense of its future and the future of the country and its people.
With all the evidence of incapacity to handle 90% of Block B3 if the EPSA comes into existence, Oranto is obviously arrogant because it will immediately offload the majority of its shares to another party, pay the politicians in transit and smile all the way to the bank.
But what is not said today will be the problem tomorrow. Fellow South Sudanese, your God given wealth is being auctioned and mortgaged in broad daylight.
Only if every South Sudanese operated with the software called nationalism, they will all come out in their numbers to say enough and give Kiir and Taban one-way tickets.

March 1, 2017 (WASHINGTON) - U.S United States Congressmen including senators and representatives have called on President Donald Trump to appoint a special envoy for Sudan and South Sudan to back the regional efforts for peace in the two countries.
With the end of President Barack Obama's second term, the former U.S. Special Envoy Donald Booth stepped down, leaving hot files on the crises in the two countries waiting for his successor who will be the sixth special envoy for Sudan.
“We write to urge you to appoint a high-level special envoy for Sudan and South Sudan with the international stature to bring urgently needed diplomatic leadership to international efforts to achieve a sustainable peace in and between the two countries”, reads a letter signed by eight senators and two representatives all of them are Republicans.
In their letter of 24 February, the lawmakers pointed to the potential of genocide in the South Sudan saying that attacks on civilians during the fighting of July 2016 in Juba "served to demonstrate that the August 2015 peace agreement has failed".
Also, they blamed Juba government for obstructing the deployment of the additional 4000 peacekeepers to protect civilians adding that the IGAD efforts for a political solution have so far been unsuccessful.
The signatories of the letter seen by Sudan Tribune are: Senator Benjamin Cardin, Senator John Boozman, Senator Edward Markey, Senator Johnny Isakson, Member of Congress Karen Bass, Member of Congress Michael Capuano, Senator Jeffery Markley, Senator James Inhofe, Senator Richard Durbin, Senator Christopher Coons, Senator Cory Booker and Member of Congress Barbara Lee.
Regarding the ongoing armed conflicts in Sudan's Darfur and the Two Areas, the congressmen urged to put pressure on Khartoum to observe the cessation of hostilities brokered by the former U.S. envoy for Sudan and "allow free and unfettered humanitarian access to all parts of Sudan".
They also urged President Trump to ensure that Khartoum stops supporting rebel groups in South Sudan. Further, they pointed to the arrest warrants by the International Criminal Court for President against President Omer al-Bashir.
"United States leadership is critical to helping bring about a lasting peace in Sudan and South Sudan. Your swift action on this matter will make a difference in millions of lives," they further reiterated.
Next June the American Administration has to decide on the left of sanctions on Sudan, as several administrations are supposed to terminate a review of Sudan's implementation of several commitments including humanitarian access, cessation of hostilities, non-support to south Sudan rebel groups.
Since the election of President Trump midlevel career diplomats are working as acting managers for most of the State Department's bureaus, as key positions remain vacant awaiting appointments including the undersecretary for African affairs.
Last month, the Washington Post reported that Secretary of State Rex Tillerson and President Trump are keen to reorganise the department's management structure and likely get rid of many of the politically appointed positions that have swelled in number since the late 1970s".

March 1, 2017 (KHARTOUM) - The Leader of the opposition National Umma Party (NUP) al-Sadiq al-Mahdi has urged the government to pull out the Sudanese troops participating in the war in Yemen describing the move as “big mistake”.
Sudan participates with over 850 troops in the Saudi-led "Decisive Storm" coalition against the Iranian-allied Houthi militants in Yemen.
In an interview with the BBC Arabic TV on Tuesday, al-Mahdi said: “Sudan enjoys strong relations with the two conflicting parties and [therefore is qualified to] mediate to stop this sectarian war that would yield nothing but the destruction of Yemen and its people”.
“Sudan's involvement in the war in Yemen is a very big mistake,” he added.
The veteran leader pointed that the warring parties in Yemen “feel they were embroiled [in this war] and we should assist to drive them out of this dilemma instead of participating in it”.
ROADMAP AGREEMENT AND DIALOGUE
Al-Mahdi also demanded President Omer al-Bashir to engage in a serious and comprehensive dialogue that is based on the Roadmap Agreement proposed by the African mediation in order to spare the country the danger of collapse.
“We are waiting for the African mediator Thabo Mbeki who will arrive in Khartoum earlier next month to tell him that we wouldn't engage in any dialogue that is not based on Roadmap which he proposed,” he said.
The NUP leader denied reports that he intends to assume the post of Prime Minister in the upcoming government, describing it as “fake government”.
He said the upcoming premier would be nothing but a small employee at the presidency, stressing he wouldn't assume any post unless being elected under a democratic constitution.
Last October, a national dialogue document, which is expected to be a base for a permanent constitution for Sudan, was signed in Khartoum by the ruling party and allied political forces. However, opposition and main rebel groups boycotted the government-led internal dialogue, calling to sign a humanitarian truce and holding a preparatory meeting abroad.
Last March, Sudanese government signed the Roadmap Agreement concocted by the African Union High Implementation Panel (AUHIP) in Addis Ababa. The opposition umbrella Sudan Call endorsed the document last August.
However, the government rejected the organisation of an inclusive national dialogue preparatory meeting in Addis Ababa to discuss the confidence building measures, saying a “strategic meeting” with the participation of the main opposition and rebel groups is enough.
Also, talks between the government and armed groups over the cessation of hostilities and humanitarian access failed to strike a deal on these two issues.
AL-BASHIR'S PRESIDENCY
Al-Mahdi also called into question the announcement made by al-Bashir in which he expressed intention to step down by 2020 and not to run for re-elections.
“Al-Bashir more than once stressed that he would not run but he breaks his promises every time,” he said.
“More important for me is to agree on a permanent constitution to determine how to rule the country on a democratic approach” he added.
In March 2012, al-Bashir said that he would not seek his re-election in April 2015 but he ran and won in an election that was boycotted by the major opposition parties.
Last August, he said “I'm not a dictator and I don't want to cling to power. I won't run for another term, my term will end by 2020 and I won't be able to run again according to the constitution and the constitution won't be amended”.

March 1, 2017 (JUBA) - The South Sudanese Deputy Minister of Defence, David Yayau, Wednesday has dismissed as “fake news” reports purporting he resigned from his position.
“Who said I have resigned”, wondered Yauyau when contacted on Wednesday to comment on media reports alleging he resigned from his position and left the country.
"I am in my office. If you want to proof, come. I am available. Talk to the staff here and other officials at the ministry of defence if you want to confirm, Yauyau told Sudan Tribune.
The second top defence official claimed that news alleging he resigned was circulated on the social media and through pro-opposition new agencies.
He expressed surprise about the allegation, saying that he has been receiving calls from many people asking him about “this fake news”.
The rumours started from Addis Ababa, Ethiopia, where several people on social media posted a fake letter with a forged signature and without a letterhead.
David Yauyau said he did not travel out of the country because he is the Acting Minister of Defence since defence minister; Kuol Manyang Juuk is currently outside the country on an official mission with the first vice president.

March 1, 2017 (KHARTOUM) - Sudan's Central Bureau of Statistics (CBoS) on Tuesday reported that inflation jumped to 32,86% in January compared to 30,47% in December due to the continued rise in food and energy price.
Last November, the government lifted fuel, electricity and drug subsidy in a bid to stop the surge in inflation and control the fall of Sudanese pound in the black market.
Also, Central Bank of Sudan introduced an incentive policy, increasing the exchange rate in commercial banks by 131%. As a result, the U.S. dollar exchange rate went up in banks to 15.8 SDG from the official rate of 6.5 SDG.
Following the CBoS decision, the dollar price went up and settled at 19,4 pounds on the black market.
However, after the U.S. decision to ease economic and trade sanctions imposed on the east African nation since 1997, the dollar price fell slightly in the black market and settled at 17,75 SDG.
In a move to reduce the demand for the U.S. dollar and protect domestic industry, the government banned the import of frozen meat and fish and raised tariffs on a number of imports. However, these restrictions pushed inflation further high given the country is heavily dependent on imported goods.
In December, the Sudanese parliament approved the 2017 budget expecting the deficit would reach 2,1% of the Gross Domestic Product (GDP) compared to 1,6% in 2016.
According to the budget, the growth rate would decline from 6,4% in 2016 to 5,3% and the targeted average inflation rate is 17%.
Sudan's economy was hit hard since the southern part of the country declared independence in July 2011, taking with it about 75% of the country's oil output.
Ordinary citizens continue to complain from cost of living increases that impaired their access to basic commodities.

March 1, 2017 (KHARTOUM) - Two Sudanese medical students who joined the ranks of the Islamic State (ISIS) group, have been killed during recent clashes in Mosul, said family sources.
Khidir Abdallah Ali al-Sheikh, a family member, told Sudan Tribune that on Tuesday evening they received news of the killing of their son Hisham Mohamed Fadl Allah during clashes between Iraqi troops and ISIS militants in Mosul.
According to al-Sheikh, Fadl Allah was among the students from the University of Medical Sciences and Technology (UMST) who run off to join the militant group two years ago.
He pointed that the family set up a mourning tent in Al-Gama'a neighbourhood in eastern Khartoum.
Also, the family of Mohamed Sami Saad, on Monday, received the news of his death in Mosul.
The number of the UMST students who joined the ISIS during the last two years has reached 40 students. At least eight of them have so far been killed in Syria, Iraq and Libya.
In 2015, the Ministry of Interior in Khartoum announced that about 70 Sudanese had gone to join the ISIS franchises, both in Libya and Syria.
However, experts on Islamic groups put the total number of the Sudanese fighters within ISIS at 150 Jihadists, saying that 56 of them had travelled to join the extremist organisation from countries other than Sudan.
They say that 35 of them have been killed in Iraq and Syria while 20 others have died in Libya.

“As your leader and the Patron for the National Dialogue, I am obliged to release this public statement to inform all our citizens and friends about the planned National Day of Prayers that's going to be held on March 10th, 2017,” President Kiir said in a statement Broadcasted on the official (SSBC) TV and Radio and sent out to reporters on Wednesday.
The National Day of Prayer is an American tradition held every year when people of all faiths pray for the nation.
President Kiir said this event will be held in all the states capitals as a preparation for the commencement of the processes of National Dialogue, he announced in December 2016.
“Our time [...] is now ripe to turn to God and ask Him for forgiveness and blessings. We have not been that prefect and we need to submit ourselves to Almighty through prayers,” he said.
President Kiir announced National Dialogue that he said will be bottom-top approach – starting within the communities to the national level. He appointed a steering comment that will be sworn into office next week. But his critics say he should not be a patron to the process since he is a party to the violent conflict that has killed thousands of people and displaced at least two million others from their home.
In his message, President Kiir appealed for huge turnout “on that day to pray, repent and forgive each other for the problems that we might have committed against one another for the last four years.”
“It should be the day we all pray to God and ask Him for forgiveness so that we start a new chapter in our relations as citizens of this nation,” he added.
He also asked South Sudanese overseas to pray on March 10 for peace in the country “in the same spirit.”
