The Informal Meeting of Justice and Home Affairs Ministers is held on 12 and 13 July 2018 in Innsbruck, Austria. The meeting starts on 12 July with the home affairs working sessions. On 13 July there is a working breakfast, attended by the justice and home affairs ministers of the current EU Trio Presidency, namely of Estonia, Bulgaria and Austria, and those of the Eastern Partnership, namely of Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine. The informal meeting of EU justice ministers, dedicated to the topics of e-evidence, enhancing judicial cooperation in civil matters and mutual recognition in criminal matters, follows this working breakfast.

The EU-Ukraine Summit takes place on 9 July 2018 in Brussels. The implementation of the association agreement and its free trade area, the Minsk agreement, the illegal annexation of Crimea and Sevastopol, and regional issues are at the top of the agenda. The EU is represented by Donald TUSK, President of the European Council, and by Jean-Claude JUNCKER, President of the European Commission. Ukraine is represented by President Petro POROSHENKO. The High Representative of the EU for Foreign Affairs and Security Policy and Vice-President of the European Commission Federica MOGHERINI, Vice-Presidents Maroš ŠEFČOVIČ and Valdis DOMBROVSKIS and Commissioner Cecilia MALMSTRÖM also participate at the Summit.

EU Naval Operation Sophia against human smugglers in the Mediterranean, previously EUNAVFOR Med. The operation is aimed at disrupting the business model of human smuggling and trafficking networks in the Mediterranean and to prevent the further loss of life at sea. It is part of a wider EU comprehensive approach to migration, tackling both the symptoms and root causes such as conflict, poverty, climate change and persecution.

EU heads of state or government meet on 28 June 2018 in Brussels to focus on migration, security and defence, as well as economic and financial affairs. Leaders are expected to discuss the internal and external dimensions of migration policy, including the reform of the Common European Asylum System (CEAS).  EU leaders are expected to adopt conclusions on several issues recently debated under the Leaders' Agenda, such as taxation, innovation and digital. The European Council also endorses the country specific recommendations under the 2018 European Semester and discusses the future handling of the multi-annual financial framework (MFF), including a timeline. Leaders also discuss trade. In terms of security and defence, leaders discuss EU-NATO cooperation ahead of the NATO summit in July and provide orientations for further work, in particular on permanent structured cooperation (PESCO). The European Council also addresses military mobility, the European Defence Fund, the European Defence Industrial Development Programme (EDIDP) and Civilian Common Security and Defence Policy (CSDP). In light of events, the European Council may address specific foreign policy issues.

In 2013-2014, EU-Canada relations are being upgraded through negotiations on a Comprehensive Economic and Trade Agreement (CETA) and a Strategic Partnership Agreement (SPA).  CETA is a ground-breaking agreement which will provide for an ambitious liberalisation of trade and investment relations.

In March 2012, Serbia was granted EU candidate status. In September 2013, a Stabilisation and Association Agreement between the EU and Serbia entered into force. The 4th meeting of the Accession Conference with Serbia at ministerial level was held on 13 December 2013 in Brussels to open negotiations on Chapter 5 - Public procurement, and to open and provisionally close Chapter 25 - Science and research.

EU Foreign Affairs and Defence ministers meet on 25 June 2018 in Luxembourg to discuss and adopt conclusions on EU cooperation in security and defence, and hold a session on EU-NATO cooperation together with NATO Secretary-General Jens Stoltenberg. Over lunch, foreign ministers discuss Yemen with UN Special Envoy Martin Griffiths. The Council adopts conclusions. Foreign ministers also discuss the implementation of the EU Global Strategy, the Horn of Africa and the Red Sea (with Council conclusions), and Jordan.

EU Ministers for Environment meet on 25 June 2018 in Luxembourg to adopt conclusions on delivering the EU action plan for the circular economy. Environment ministers also hold policy debates on the regulation on CO2 standards for cars and vans as well as on the directive on drinking water.
