Too little has been done to ensure that citizens' rights are protected following revelations of electronic mass surveillance, say civil liberties MEPs in a resolution passed on Tuesday. They urge the Commission to come up immediately with alternatives to Safe Harbour, following the ruling by the European Court of Justice. They are also concerned about the surveillance laws in several EU countries.

The EU Commission proposal to make it mandatory for EU member states to exchange information on their tax rulings received only a lukewarm welcome in Parliament’s Economic and Monetary Affairs Committee on Tuesday. However, the report by Markus Ferber (EPP, DE), voicing dismay at the directive’s limited scope and late entry into force, has already been overtaken by last week's ECOFIN Council deal, which watered down the Commission proposal even further.

Building consumers trust in online goods and services, improving infrastructure and promoting innovation are keys to unlocking the potential of the EU digital single market, which could generate €415 billion each year, Internal market and Industry MEPs said during a debate on Tuesday. Several MEPs also underlined the need to ensure net neutrality and avoid unnecessary red tape.

Die Verwendung genetisch veränderter Organismen (GVO) ist umstritten. Die EU verfügt über sehr strenge Bestimmungen und komplexe Genehmigungsverfahren für den Anbau und das Inverkehrbringen von GVO. Seit April 2015 können die EU-Mitgliedstaaten darüber entscheiden, ob sie den Anbau von GVO in ihrem Hoheitsgebiet zulassen. Der Umweltausschuss hat sich bezüglich des Inverkehrbringens von GVO gegen diese Vorgehensweise ausgesprochen. Wir fassen die Hintergründe zusammen.

Organic farmers, processors, traders and importers must meet higher but realistic sustainability criteria and undergo strict food fraud checks to boost trust in the EU organic label, said agriculture MEPs on Tuesday. They introduced measures to avoid contamination of organic food, including on mixed organic and conventional farms, and endorsed plans to help small farmers turn organic.

The budgets committee on Tuesday demanded more funds to handle the migration and refugee crisis, help young people into jobs, and fully offset the cuts to the EU's research and transport networks programs, in a political resolution on the 2016 budget. The committee had earlier reversed all the Council's cuts to the Commission's initial proposal.

A draft EU law that would enable any member state to restrict or prohibit the sale and use of EU-approved GMO food or feed on its territory was opposed by Environment Committee MEPs on Tuesday. Members are concerned that the proposal might prove unworkable and lead to the reintroduction of border controls between pro and anti-GMO countries. The recommendation will be put to a vote by Parliament as a whole at the 26-29 October plenary session in Strasbourg.

Tax competition as such cannot be avoided, but today’s system has reached its limits and led to unwanted side effects. Small firms should not have to bear the tax burden of multinationals that pay very little. Action is needed to harmonise corporate tax practices across Europe, so as to make tax competition clearer and fairer. This was the key sentiment voiced at Tuesday’s meeting of the Special Committee on Tax Rulings with finance ministers from Luxembourg, Italy, France, Spain and Germany.

Goods or substances that may be misused for torture or execution should not be promoted for export, so as to prevent their spread, said the International Trade Committee, voting on Tuesday to strengthen EU “Anti-torture” rules. MEPs want to widen today’s EU ban to include services, e.g. marketing in expos or online catalogues, but also finance, transport and insurance. They also want to ban transit of prohibited goods via the EU and add a “catch-all” clause to allow checks on dubious new ones.

Parliament should not endorse spending by the European Council and the Council of the EU for 2013 because they have failed to provide the information and documents requested, the budgetary control committee said on Tuesday. Parliament has refused toclear the Council´s accounts every year since 2009.

Die EU-Kommission hat ein umfassendes Vorschlagspaket zur Bewältigung der Flüchtlingskrise präsentiert. Zu den Vorschlägen zählen ein auf Dauer angelegter Umsiedlungsmechanismus für Asylsuchende, eine gemeinsame europäische Liste sicherer Herkunftsstaaten und eine effektive Organisation der Rückführung. Der Innenausschuss setzt sich am Dienstag (22.9.) mit den Vorschlägen auseinander. Wir haben die Fraktionen um eine Stellungnahme zur Flüchtlingskrise gebeten.

Allgemeines : EU-Parlamentspräsident Martin Schulz traf am Montag (21.9.) den französischen Präsidenten François Hollande in Paris. Schulz forderte ein gemeinsames Vorgehen der EU in der Flüchtlingskrise. Vor dem am Mittwoch (23.9.) in Brüssel stattfindenden EU-Gipfel betonte der Parlamentspräsident: "Wir müssen die Flüchtlinge aufnehmen."

Allgemeines : In dieser Ausschusssitzungswoche diskutiert der Präsident der Europäischen Zentralbank Mario Draghi mit den EU-Abgeordneten über die Lage in der Eurozone. Die EU-Abgeordneten sprechen mit den Finanzministern Frankreichs, Deutschlands, Italiens, Spaniens und Luxemburgs über die nationale Steuerpolitik dieser EU-Mitgliedstaaten. Des Weiteren stehen die von der EU-Kommission vorgestellten Lösungsvorschläge für die Migrationskrise auf der Agenda.

"The current system of corporate tax rules is unfit for purpose and unjust. Some companies are losing out, whereas others win by hiding behind a variety of national rules", Commission President Jean Claude Juncker told MEPs at a joint meeting of the committees for Tax Rulings and for Economic and Monetary Affairs on Thursday. "We need a better insight into how multinational companies behave and how they make use of the differences between countries. Then we should create some order!", he added.

Plenartagung : Das Arbeitsprogramm der EU-Kommission sollte eine klare politische Vision enthalten, um Herausforderungen wie Energieversorgung, Klimawandel, Übergang zu einer digitalen Gesellschaft, Arbeitslosigkeit und Migration anzugehen, sowie die Achtung von Demokratie und Rechtsstaatlichkeit. So steht es in einer Entschließung des Parlaments mit Empfehlung für das Arbeitsprogramm der Kommission für 2016, die am Mittwoch angenommen wurde.

Plenartagung : Das Hilfspaket von 500 Mio. Euro, das vergangene Woche vorgestellt wurde, ist laut den Abgeordneten ein Schritt in die richtige Richtung. In einer Debatte mit dem zuständigen EU-Kommissar Phil Hogan unterstrichen sie jedoch, dass die Mittel angesichts der fallenden Preise nicht ausreichen könnten, um den Landwirten wieder auf die Beine zu helfen. Die Instrumente fürs Krisenmanagement sollten verbessert und die Position der Bauern in der Versorgungskette gestärkt werden, forderte das Parlament.

Plenartagung : Am Donnerstag hat das Europäische Parlament den Vorschlag für einen Notfallplan zur Umsiedlung von 120.000 Asylsuchenden aus Italien, Griechenland und Ungarn innerhalb der EU angenommen. Die erste solche Maßnahme betraf die Umsiedlung von 40.000 Personen aus Italien und Griechenland im Laufe von zwei Jahren und wurde bereits am 9. September vom Parlament gebilligt.

Plenartagung : Die Plenarsitzung wird bis Donnerstag verlängert, um über eine zweite Notfallmaßnahme zur Umsiedlung von 120.000 Asylsuchenden aus Griechenland, Italien, Ungarn und anderen EU-Ländern im Dringlichkeitsverfahren abzustimmen. Die Abgeordneten werden um 10:00 Uhr ihre Stimme abgeben. Zur Sitzungseröffnung am Mittwoch hatten sie einem entsprechenden Vorschlag von Parlamentspräsident Martin Schulz zugestimmt.
