The present impasse in EU-Turkey relations is attributed by Europeans to Turkey’s democratic backsliding and increasingly unilateral foreign policy. This, however, cannot be considered separately from the current state of institutional affairs and blurring of frameworks obstructing EU-Turkey cooperation in foreign and security policy. This study takes these elements into consideration while introducing different frameworks of Turkey-EU relations, namely Turkey as: (i) a candidate for accession; (ii) a key partner in economy and trade; as well as (ii) a strategic partner. The study then focuses on the overall dynamics of Turkish foreign policy-making, its relations with historical allies and approach to theatres of power in its neighbourhood. To understand better the consequences of Turkish policies for European security, the study assesses the country’s key recent foreign policy principles, such as the ‘strategic-depth doctrine’ and the ‘blue homeland doctrine’ as well as the situation in three Mediterranean hotspots. A short evaluation of the presidential system’s impact on foreign policy and the country’s relations with the United States are also included. The analysis ends with an overlook to the future and policy recommendations for decision-makers in Europe.

In the context of the COVID-19 pandemic, the President of the European Parliament has established a number of measures to contain the spread of the virus and to safeguard Parliament's core activities. The current precautionary measures do not affect work on legislative priorities.
Core activities are maintained to ensure the smooth running of the institution's legislative, budgetary, and scrutiny functions.

On 10 February 2022, Members of the Committees on Foreign Affairs (AFET) and Budgetary Control (CONT) will hear Juhan Parts, Member of the European Court of Auditors, on the findings of the Special Report on EU support for the rule of law in the Western Balkans in 2014-2020.
This audit report finds that the EU support lacks impact on justice and human rights and fails to effectively address major flaws related to the judicial independence, state capture and corruption. Members will discuss the findings of the report as well as the recommendations to the Commission and the EEAS on strengthening conditionality, monitoring and support to independent civil society and media in the region.

During the next meeting, the Committee on Foreign Affairs will elect its Chair and Vice-Chairs for the second half of the 9th legislative term. Members will also hold an exchange of views with HR/VP Borrell on the Strategic Compass for Security and Defence and his visit to Latin America at the end of 2021.
The priorities of the French Presidency will be presented by Jean-Yves Le Drian, Minister for Europe and Foreign Affairs of the Republic of France. The MEPs will also discuss the draft report on the implementation of the EU Association Agreement with Moldova and the situation in Libya and Kazakhstan.
