The OSCE Office in Dushanbe’s Water Management and Energy Security Unit delivered a training seminar on Integrated Water Resources Management (IWRM) to students of the Master’s programme in Economic Governance and Development at the OSCE Academy in Bishkek from May 14 to 23.

It was attended by 24 students from Afghanistan, Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan.

The seminar gave a broad overview of different topics related to IWRM and water sector reforms. The discussion focused on management of water resources boundaries, irrigation management transfer and water pricing as well as transboundary water management and the water energy nexus.

The participants also discussed case studies from Central Asia and Afghanistan to highlight current regional policy translations and practices on water resources governance.

Non-smokers [What Europe does for you]

With European elections coming up in May 2019, you probably want to know how the European Union impacts your daily life, before you think about voting. In the latest in a series of posts on what Europe does for you, your family, your business and your wellbeing, we look at what Europe does for non-smokers.

Do you suffer from having to breathe second-hand smoke from someone else’s cigarette? Even if protection for passive smokers has improved considerably in the EU, one in five citizens is still exposed to second-hand smoke.

Smoking is the largest preventable cause of death in Europe, responsible for about 90 % of lung cancers, and causes other forms of cancer, including of the mouth and throat. It raises the risk of cardiovascular diseases and can lead to lung conditions, such as chronic obstructive pulmonary disease.

Inhaling second-hand smoke raises non-smokers’ risk of developing the same health issues as smokers. Babies and children are particularly vulnerable.

In the EU one in every four citizens aged 15 or over is a smoker. True to the saying ‘the best way to quit is never to start’, the EU aims to deter people, especially the young, from taking it up. Measures to protect Europeans against the harmful effects of smoking range from laws on packaging, labelling and the ingredients in tobacco products; restrictions on tobacco advertising; tax measures and combating illicit trade; to anti-tobacco campaigns (‘Ex-Smokers are Unstoppable’ targeted EU smokers aged 25-34, with over 480 000 benefitting from the iCoach tool).

Laws on smoke-free environments, such as indoor workplaces, public transport, and restaurants and bars, are the responsibility of national governments; the EU’s simply coordinates. All EU countries have national rules in place, even though they vary in scope. Overall results show the positive, and immediate, health effects of indoor smoking bans.

Vorfall an YB-Meisterfeier in Bern: Frau von Pyro am Auge schwer verletzt

Bei der Meisterfeier der BSC Young Boys ist es zu einem Zwischenfall gekommen. Dabei wurde eine Frau von einem pyrotechnischen Gegenstand am Auge schwer verletzt.

Im Stade de Suisse in Bern ist es während der Meisterfeier der BSC Young Boys am Sonntag, 20. Mai 2018, zu einem Zwischenfall gekommen. Dabei wurde eine Frau von einem pyrotechnischen Gegenstand getroffen.

Laut einer Mitteilung der regionalen Staatsanwaltschaft Bern-Mittelland und der Kantonspolizei Bern ereignete sich der Vorfall gegen 20.40 Uhr. Dabei wurde die Frau schwer am Auge verletzt.

Schwere Augenverletzung wegen Pyro

Gemäss aktuellen Erkenntnissen befand sich das Pyro-Opfer zusammen mit zwei weiteren Besucherinnen auf dem Spielfeld. Die drei Frauen hielten sich auf Höhe des Fussballtors im Bereich zwischen der Konzertbühne und der Tribüne im Sektor D auf.

Nach einem lauten Knall wurde die Frau von dem pyrotechnischen Gegenstand am Kopf getroffen. Vor Ort wurde sie durch Ersthelfer betreut und dann durch die Stadionsanität medizinisch versorgt. Zur weiteren Abklärung begab sich die Frau ins Spital. Dort wurde eine schwere Augenverletzung festgestellt.

Strafanzeige wegen schwerer Körperverletzung

Gestützt auf eine Strafanzeige, die vergangene Woche bei der Generalstaatsanwaltschaft eingegangen ist, hat die Kantonspolizei Bern nun unter der Leitung der Regionalen Staatsanwaltschaft Bern-Mittelland Ermittlungen wegen schwerer Körperverletzung aufgenommen.

Polizei und Staatsanwaltschaft suchen Zeugen, die Angaben zum Vorfall machen können. (rad)

Die 82. Austragung der Tour de Suisse steht vor der Tür. Mit Mathias Frank rechnet sich ein Schweizer Chancen auf den Gesamtsieg aus.

Ab dem 09. Juni messen sich die schnellsten Radfahrer der Welt wieder auf Schweizer Strassen an der Tour de Suisse. Am Start sind auch mehrere Schweizer Radprofis. Einer von ihnen mit sehr grossen Zielen: Mathias Frank. Der 31-Jährige geht als Captain des französischen Teams «ag2r La Mondiale» an den Start. Er möchte die Tour de Suisse unbedingt gewinnen. An der offiziellen Pressekonferenz der Tour-Veranstalter sagt Frank zu BLICK: «Es ist nach wie vor ein «Buebetraum», die Tour de Suisse zu gewinnen. Ich werde ja nicht jünger und die Konkurrenz nicht weniger.» Zielstrebig ergänzt der Radprofi: «Ich werden in den nächsten Jahren alles dafür geben.»

An der Tour de Romandie lief es dem Roggliswiler nicht nach Plan. Doch er verschwendet keine Gedanken mehr an den Wettbewerb im April. Frank sagt: «Es gehört in diesem Sport dazu. Ich denke, ich muss bei 100 Prozent sein, um eine Konkurrenz zu sein. Das war ich bei der Tour de Romandie nicht.» Die Vorbereitung läuft nach Plan. Alles sieht besser aus ist sich Frank sicher: «Ich bin auf dem richtigen Weg, fühle mich gut und bin guter Dinge.»

Bei seiner Siegestour helfen soll der Schweizer Silvan Dillier. Der Zweite von Paris-Roubaix fährt im gleichen Team wie Frank. Anfang des Jahres fuhren die beiden noch getrennte Programme. Mittlerweile teilen sich Dillier und Frank sogar ein Zimmer: «Wir verstehen uns sehr gut und es ist schön, am Abend auch mal Schweizerdeutsch zu reden», sagt Frank.

Was klar ist: Das Trikot des besten Schweizer gibt es für Frank nicht mehr zu gewinnen. Dieses wurde durch das grüne Trikot des besten Nachwuchsfahrers ersetzt. Tour-Direktor Oliver Senn: «Der beste Schweizer ist sportlich nicht mehr vertretbar. Dafür ist das Fahrerfeld zu dünn.» Radprofi Dillier sieht darin kein Problem: «Immerhin sind fast alle Schweizer Anwärter auf einen Etappensieg oder sogar das gelbe Trikot.»

OSCE Mission in Kosovo starts TV series on media and information literacy

The OSCE Mission, in cooperation with the Press Council and the Radio Television of Kosovo, is starting this evening a series of eight TV programs on media and information literacy titled “EduMedia.”

The aim of the series which combines studio debate, interviews and features, is to inform the general public about the importance of media and information literacy, the needs and challenges for its further promotion and introduction in the formal education system and at grass-roots level in Kosovo.

Moderated by Imer Mushkolaj, Chairperson of the Press Council of Kosovo, debates will feature media experts, university professors, and representatives of institutions, the civil society and international organizations. They will discuss challenges that media present nowadays to the public and the need to further develop critical thinking and analysis for deconstruction of media content.

“Through these series, we want to inform the public that media and information literacy is not only about developing their critical thinking skills but also about equipping them with the knowledge to assess, analyse and deconstruct complex media messages online and offline,” said Dane Koruga, Chief of Media Section in the OSCE Mission in Kosovo. “A better informed public is better prepared to counter fake news as a rising global phenomenon.”

The initiative is part of wider Mission efforts to increase the knowledge on media and information literacy. Since 2016, the Mission has been promoting media and information literacy through presentations to the representatives of the Ministry of Education, Science and Technology, media institutions and journalist associations, and teacher trainings and presentations to schoolchildren, parents and teachers in 2017.

In addition, the OSCE Mission is planning to expand its scope of work and team up with public universities and private colleges to promote and hold practical courses on media and information literacy for university students and teachers.  

The first program airs on RTK 1 tonight at 20:10. The debate will be subtitled in Serbian language and broadcasted on RTK 2 on 3 June 2018 at 20:00. Other debates will follow on monthly basis.

The OSCE Mission in Kosovo is mandated with human rights protection and promotion, democratization and public safety sector development. It helps safeguard freedom of media and freedom of expression and supports media development.

Former Australian PM Kevin Rudd Elected Chair of IPI Board

The International Peace Institute (IPI) is pleased to announce the Honorable Kevin Rudd has been elected unanimously by IPI’s board of directors as the board’s next chair, effective June 01, 2018. Mr. Rudd was Vice Chair of IPI’s board since June 2014.

Mr. Rudd succeeds Professor Michael Doyle, Director of the Columbia Global Policy Initiative at Columbia University, who has served as interim Chair since May 2016. Dr. Doyle was Vice President of IPI (then IPA) from 1993-1996 and has been on IPI’s board since 1997.

IPI President Terje Rød-Larsen issued the following statement:

“On behalf of the staff of the Institute, I would like to thank Professor Michael Doyle for his outstanding work in various capacities at IPI, where he has served for over 20 years. Michael has consistently shown extraordinary loyalty and dedication through his valuable contributions to IPI. He has skillfully mentored numerous young researchers over the years, who now serve important positions in international organizations, governments, academics, and non-governmental organizations across the globe. I would like use this opportunity to thank my friend Michael for the exceptional work he has done for IPI and the good of the global community we are serving.

The Honorable Kevin Rudd has served with extraordinary skills and dedication as the Vice Chair of the board of directors of IPI since 2014, and has lent invaluable support to the Chair of the board and the President and CEO. Through his chairmanship of IPI’s Independent Commission on Multilateralism (ICM), he was a skillful helmsman who, together with his fellow members and IPI staff, produced a series of reports which gave new perspectives to the challenges of the future of the multilateral system, and guidelines and advice on how to address the dangers and opportunities alike. I would like to warmly welcome Kevin as our new Chairman. And I am looking very much forward to working closely with him in pursuing IPI’s objectives of peace and reconciliation through policy research, advice, and our convening and outreach capacity.”

Mr. Rudd served as Australia’s 26th Prime Minister from 2007 to 2010, then as Foreign Minister from 2010 to 2012, before returning to the Prime Ministership in 2013. As Prime Minister, Mr. Rudd led Australia’s response during the Global Financial Crisis. Australia’s fiscal response to the crisis was reviewed by the IMF as the most effective stimulus strategy of all member states. Australia was the only major advanced economy not to go into recession. Mr. Rudd is also internationally recognized as one of the founders of the G20 which drove the global response to the crisis, and which in 2009 helped prevent the crisis from spiraling into a second global depression.

As Prime Minister and Foreign Minister, Mr. Rudd was active in global and regional foreign policy leadership. He was a driving force in expanding the East Asia Summit to include both the US and Russia in 2010. He also initiated the concept of transforming the EAS into a wider Asia Pacific Community to help manage deep-routed tensions in Asia by building over time the institutions and culture of common security in Asia. On climate change, Mr. Rudd ratified the Kyoto Protocol in 2007 and legislated in 2008 for a 20% mandatory renewable energy target for Australia. Mr. Rudd drove Australia’s successful bid for its non-permanent seat on the United Nation’s Security Council and the near doubling of Australia’s foreign aid budget.

Mr. Rudd joined the Asia Society Policy Institute as its inaugural President in January 2015.

Mr. Rudd remains engaged in a range of international challenges including global economic management, the rise of China, climate change and sustainable development. In 2015-16, Mr. Rudd led a review of the UN system as chair of the Independent Commission on Multilateralism. In February 2014, Mr. Rudd was named a Senior Fellow with Harvard University’s John F. Kennedy School of Government, where he completed a major policy paper, U.S.-China 21: The Future of U.S.-China Relations Under Xi Jinping. He is Chair of Sanitation and Water for All, a Distinguished Fellow at Chatham House in London, a Distinguished Statesman with the Center for Strategic and International Studies in Washington, and a Distinguished Fellow at the Paulson Institute in Chicago. Mr. Rudd is a member of the Comprehensive Nuclear Test-Ban Treaty Organization’s Group of Eminent Persons. He serves on the International Advisory Board of the Schwarzman Scholars program at Tsinghua University, and is an Honorary Professor at Peking University. Mr. Rudd is proficient in Mandarin Chinese. He also remains actively engaged in indigenous reconciliation.

Langlauf-Star löst Olympia-Wette ein: Dario Cologna taucht im eiskalten Davosersee ab

Mit einer überzeugenden Leistung sichert Dario Cologna in Südkorea sein viertes Olympia-Gold. Zum Lohn gehts für den Bündner in den eiskalten Davosersee. Wettschulden sind Ehrenschulden.

Dario Cologna sagt es mit einem Lächeln auf dem Weg zum Davosersee: «Das ist also der Dank für eine Olympiamedaille.» Mit der BLICK-Medaillenwette verpflichtete sich der 32-jährige Bündner für einen Tauchgang in einem eiskalten See, sollte er eine Medaille an den Olympischen Spielen gewinnen. Wie wir alle wissen, gelingt dies Cologna in überzeugender Manier.

Nun begleicht der Bündner seine Wettschuld. Immerhin: Den See für die «Bestrafung» kann er selber auswählen. Er entscheidet sich für den Bergsee direkt vor seiner Wohnung.

Die Lufttemperatur beträgt 13 Grad, und eine kalte Brise geht umher, als Cologna sich an der Seebadi in Davos umzieht. Bei der Auswahl des Wetteinsatzes war sein Plan, einen Sauna­besuch vor dem Tauchgang durch­zuführen. Durch sein Training fand dieser jedoch nicht statt.

Stattdessen nutzt er die Wette als Abkühlung. «Eigentlich habe ich gerne Abkühlung nach dem Training. Aber es ist sehr kühl, deshalb ist die Freude nicht sonderlich gross.» Verständlich: Am Seerand liegt teilweise sogar noch Schnee, und auch auf dem See sind noch vereinzelte Eisschollen zu sehen.

«Es war schon eher frisch»

Es ist nicht Colognas erster Seegang in diesem Jahr. «Ich war bereits im Lago Maggiore», sagt der Langläufer. Dieser ist zu ­dieser Jahreszeit allerdings viel wärmer. Sowieso, der Bündner verbringt die Ferien lieber in der Wärme als in den Bergen: «Ich bin im Winter viel unterwegs, deshalb geniesse ich im Frühling die Wärme.»

Trotz der Kälte zieht es Cologna durch. Er springt ins Wasser, taucht kurz ab und kommt schnell wieder ans Land. Sein kurzes und knappes Fazit danach: «Es war schon eher frisch.»

Während Wendy Holdener bei der Wett-Einlösung noch ­einen Schnaps kippen musste, verzichtet Cologna darauf. «Ein Schnaps wäre vielleicht gut ­gewesen, um Mut anzutrinken. Ich habe es jetzt kurz und schmerzlos oder doch eher schmerzhaft gemacht», scherzt der Olympionike.

Dario ahnte es bereits

Dass er die Wette einlösen muss, war ihm stets klar: «Ich habe immer daran gedacht. Als andere die Wette einlösten, wusste ich, dass was auf mich zukommt.»

Six NGOs from Belarus received practical training on establishing mentor networks for women’s economic empowerment in Belgrade

Thirteen representatives from six NGOs, working in different regions of Belarus, received practical training and exchanged experiences with Serbian experts on women’s empowerment during a workshop from 28 to 30 May 2018 in Belgrade. The main focus of the training was to provide hands-on tools and approaches to establish mentor networks for women, in order to enhance their economic participation. The event was organized by the OSCE Gender Section.

In his welcoming remarks Joseph Mellot, Deputy Head of the OSCE Mission in Serbia, highlighted the importance of mentorship in helping women to overcome challenges they face in different social settings. Participants had an opportunity to hear personal experiences of successful mentees of the European Movement’s Mentor Programme “Share your Knowledge”, supported by the OSCE Mission in Serbia. “Mentoring is a great tool to promote gender equality and to support women from marginalized groups to be active members of the society,” stressed the lead trainer from European Movement, Svetlana Stefanovic.

During the highly interactive working group sessions participants learned new practical skills on how to conduct recruitment and mentor-mentee matching procedures. They received direct support in developing goals and objectives for their mentor programmes. The participants also had an opportunity to hear Serbian experiences and success stories in promoting gender equality and combating violence against women from the Adviser to the Deputy Prime Minister for Gender Equality, Ljiljana Loncar, and representatives from civil society organizations.
