Highlights - 74th United Nations General Assembly: committee mission - Subcommittee on Security and Defence

A delegation of the Committee on Foreign Affairs and the Subcommittees on Security and Defence and on Human Rights will go to the 74th United Nations General Assembly (UNGA) in New York and to Washington D.C. on 27-31 October 2019. The mission will aim to, amongst other things, assess the implementation of EU priorities by the UN General Assembly, discuss new priorities for the UNGA, and look into possible ways to further uphold multilateralism in the current political and security context.

Parliament's committees deal with EU legislative proposals by adopting reports, which then are referred to plenary for voting by all Members, and appoint negotiation teams to conduct talks with Council. They adopt non-legislative reports, organise hearings with experts and scrutinise other EU bodies and institutions. Parliament can set up sub-committees and special committees to deal with specific issues. Each committee elects a chair and up to four vice-chairs for a two and a half year mandate.

Highlights - Study: The Scrutiny of the European Defence Fund by the EP and national parliaments - Subcommittee on Security and Defence

Since 2016, the European Union has developed a number of new initiatives on security and defence. In particular, the introduction of Permanent Structured Cooperation and the European Defence Fund have been designed to allow the EU to become a more autonomous actor with regard to crisis management, capacity building and protecting Europe and its citizens. Yet the development of these new initiatives raises questions about
their overall coherence and the role of parliamentary scrutiny. It is necessary to analyse the role of the European Parliament and national parliaments in relation to the scrutiny of the European Defence Fund. There is a need for recommendations on how parliamentary scrutiny can be enhanced at the EU level in the area of security and defence.
