PE 1/2016 en librairie !

Le nouveau numéro de Politique étrangère (1/2016) vient de paraître ! Il consacre un dossier aux migrations en Afrique, sous un regard qui se veut à la fois novateur et différent, ainsi que de nombreux articles liés à l’actualité comme le retour de la question allemande, les rivalités entre l’État islamique et Al-Qaïda, le Brexit ou encore l’évaluation du poids de l’armée russe.

Les déplacements des Africains concernent massivement…l’Afrique seule. Se préoccuper des migrations internationales, c’est donc porter le regard bien au-delà des conjonctures européennes. Ce numéro de Politique étrangère s’y attache, tentant de décrire (dans son dossier Migrations en Afrique : un regard neuf) les déterminants multiples des mouvements migratoires, les tentatives des États du continent noir pour gérer le problème majeur des déplacés internes, les difficultés d’intégration des migrants du travail dans les sociétés d’accueil, ou les faux-semblants des accords euro-africains de réadmission…

Dans une Europe confrontée à ses « polycrises », y a-t-il un retour de la question allemande ? – thème de notre rubrique Contrechamps – ? Sans doute oui. Non que l’Allemagne le souhaite, mais du fait de son poids propre, parfois de l’incertitude de ses choix, et surtout du doute fondamental, existentiel, des Européens sur eux-mêmes, sur les conditions de leur entente. Un doute qui valorise, dans les faits, les positions allemandes.

Le Moyen-Orient s’enfonce dans la tragédie, et cette livraison de Politique étrangère propose de multiples réflexions : sur les rivalités inter-djihadistes, les risques de contagion vers des pays encore vaguement stables, sur les rapports de force militaires sur le terrain, ou sur les logiques internes qui gouvernent l’acteur turc – joueur décisif dans toutes les hypothèses.

Avec, sous-jacente, une question qu’on avait en Occident chassée depuis vingt ans, et que l’actualité nous ré-impose : que vaut vraiment l’armée russe ?…

(Own report) - In an interview with Germany's ARD public television, the Syrian President Bashar al Assad acknowledged Germany's role in hosting Syrian refugees and does not rule out Germany's playing an influential role in Syria's future. He "hopes" that other countries, "especially European countries" - and Germany as the strongest EU power - would "play a role" in ending the Syrian war. However, to accomplish this, they must be "independent" of the USA, Assad declared. The ARD broadcast the exclusive interview at a time when Berlin is seeking a leading role in the international Syria negotiations and preparing to enhance its influence within the framework of the eventual reconstruction of this Middle Eastern country. Meanwhile, a US think tank is strongly criticizing the West's war on the "Islamic State" (IS/Daesh). According to the military-affiliated Institute for the Study of War (ISW), it is a mistake to focus the fight on Daesh and ignore other jihadi militias, such as Jabhat al Nusra. This would only facilitate the al Qaeda subsidiary Jabhat al Nusra taking power, particularly in Northern Syria, where the jihadists have firmly established themselves in the population. Berlin would also be confronted with significantly reinforced jihadist organizations, such as Al Nusra, in the framework of the eventual reconstruction efforts.

The month saw conflict continue to rage in Turkey’s south east between Ankara and the Kurdistan Workers’ Party (PKK), looking likely to further escalate in March. Afghanistan and Somalia both saw armed insurgencies capture new territories. In Africa, political tensions rose in Chad, Mozambique and Zimbabwe, while in Venezuela, deadlock between the opposition-held parliament and government has brought the country closer to political and economic implosion. In Asia, North Korea’s announcement of a satellite launch in violation of UN Security Council resolutions prompted international condemnation and calls for tough new sanctions. On a positive note, the coming month brings the possibility of a final agreement to end Colombia’s decades-old insurgency.
