There is a need to ensure a strategic framework for the cultural and creative industries as they now represent a major and growing part of our economies, Members of the Culture Committee and of National Parliaments agreed on Tuesday evening at the interparliamentary meeting on the subject.

The Budgets Committee demanded more funds, in a vote on Tuesday, to help young people into jobs, to boost economic growth and assist third countries with a view to mitigating the migration crisis. MEPs had earlier reversed all the cuts proposed by the Council to the draft 2017 EU budget. Part of the additional funds are expected to be financed via new appropriations to be obtained through the ongoing mid-term revision of the Multiannual Financial Framework (MFF).

MEPs will debate the pros and cons of the Comprehensive Economic and Trade Agreement (CETA) between the EU and Canada with farmers, businesses and trade union representatives from around 9.00 on Wednesday morning. EU trade ministers are to decide on 18 October in Brussels on the approval and provisional application of the agreement. CETA cannot enter into force without European Parliament approval.

Általános : Can Dündar bebörtönzött újságíró és a törökországi gondolatszabadságért küzdő társai, Musztafa Dzsemiljev száműzött krími tatár vezető, és a jazidik jogaikért küzdő Nádia Murád és Lámia Adzsi Bassár a Szaharov-díj idei döntősei. Erről október 11-én döntöttek a külügyi és a fejlesztési szakbizottságokban. A gondolat- és véleményszabadságért küzdők elismeréseként járó díj nyertesét Martin Schulz EP-elnök és a frakcióvezetők választják ki október 27-én, a díjátadó pedig december 14-én lesz.

Europe should continue to support film creation and distribution as important tools for our cultural diversity, MEPs and filmmakers underlined on Monday evening in a Lux Prize 10th anniversary debate. Translation and subtitling help to circulate works and promote European values, especially in time of crisis, they added. Film directors Ken Loach, Céline Sciamma and Andrea Segre participated in a very animated debate with Members of the Culture Committee on this occasion.

Plans to prolong a 10% increase in the EU contribution towards project costs in Greece until 30 June of the year following the end of its economic adjustment programme were approved by Regional Development Committee MEPs on Tuesday. MEPs also approved a special provision whereby the EU would pay up to 85% of project costs in Cyprus until the current programming period ends in 2020.

Általános : Májusban tartották az Európai ifjúsági rendezvényt (EYE) Strasbourgban, amelyen 7500 fiatal vitatta meg az EU előtt álló kihívásokat és kereste a választ a korosztályát érintő fő problémákra, mint például a munkanélküliség, vagy a háború. A rendezvényen megfogalmazott javaslataikat egy jelentésben foglalták össze, amelyet most a parlamenti szakbizottságok előtt is bemutatnak. Propaganda pressure on the EU from Russia and Islamic terrorist organisations is growing, say Foreign Affairs Committee MEPs in a resolution voted on Monday. It seeks to distort the truth, incite fear, provoke doubt and divide the EU. However, this pressure should be countered, not with more propaganda, but with positive messaging, awareness raising and education to increase the information literacy amongst EU citizens, MEPs add.

“We have no problem with the 12,5% corporate tax rate in Ireland”, Commissioner Margrethe Vestager told Irish Economic and Monetary Affairs Committee members in a hearing on competition policy on Monday. “But we want to be sure that tax rulings are not being used to grant selective advantages to companies through the backdoor”, she added, referring to the illegal tax ruling that resulted in a minimal tax bill for the American multinational.

Általános : A szakbizottságok üléseznek a héten az EP-ben, szavaznak többek között az Európa gázellátást biztosító szabályokról, az orosz propaganda elleni fellépésről és a vadon élő állatok- és növények illegális kereskedelmét tiltó szabályokról. A költségvetési szakbizottság dönt az EU jövő évi büdzséjéről, míg a külügyi és a fejlesztési szakbizottságban kiválasztják a Szaharov-díj, az EP emberi jogi díjának három döntős jelöltjét.

Általános : Idén tizedik alkalommal ítélik oda az Európai Parlament filmes díját, a Lux-díjat, amelynek célja az európai mozi népszerűsítése. Október 10-én Európa-szerte számos programmal ünnepeljük a díj létrehozását és egyben az európai filmművészetet. Hétfő este a 2015-ös év Lux-díjas filmjét, a Mustangot 28 helyen vetítik egyszerre a mozik, Magyarországon a szolnoki Tisza Moziban. A vetítés után Deniz Gamze Ergüven rendező válaszol a nézők kérdéseire online és a Twitteren keresztül.

Plenáris ülés : Jóváhagyta a Parlament a párizsi klímaegyezmény uniós ratifikációját október 4-én, aminek köszönhetően teljesültek a feltételek ahhoz, hogy életbe léphessen minden idők legjelentősebb, jogilag kötelező klímamegállapodása. Az EP-képviselők emellett döntöttek a kínzásra is alkalmas eszközök kereskedelmének szigorításáról és támogatták a javaslatot, hogy a 18. életévüket betöltő európai fiatalok ingyen Interrail bérletet kapjanak.

Plenary sessions : All Parties to the Paris Agreement on climate change will need to step up their emission reduction pledges if the deal is to limit global warming to well below 2 degrees, and this includes the EU’s targets for 2030, say MEPs in a resolution voted on Thursday. Having ratified the Paris deal on Tuesday, the EU is now focusing on the tools needed to achieve its goals, ahead of the next round of talks to take place in Marrakesh next month.

Plenary sessions : EU-wide safety rules are needed for more materials in contact with food, such as those used in packaging, kitchen utensils and tableware, say MEPs in a non-binding resolution voted on Thursday. They note that only some of these materials, such as plastics and ceramics, have been fully tested for safety for human health. Others, including varnishes and coatings, inks and adhesives, have yet to be fully tested.

Plenary sessions : The European Parliament opposed the European Commission plans to authorise five GMO products, maize Bt11, 1507 and MON810 (seeds and products), and a glyphosate-resistant cotton, in a vote on Thursday. MEPs reiterated their call for a reform of the EU’s GMO authorisation procedure.

Plenary sessions : MEPs urge all parties in the Syrian war, and especially Russia and the Assad regime, to stop bombing civilians, in a resolution voted on Thursday. They condemn the recent attacks on hospitals and a humanitarian relief convoy and call on International Syria Support Group members to resume negotiations for a stable truce and an eventual peace deal in Syria.

Plenary sessions : Parliament condemns any act of intimidation, arrest, detention or prosecution of opposition party leaders, members and activists in Rwanda, the ongoing indiscriminate bombing of civilians and human rights breaches in Sudan, and the guilty verdict against worker's rights defender Andy Hall in Thailand, in three separate resolutions voted on Thursday.

Plenary sessions : An EU Commission proposal to tighten up existing rules for the Transparency Register, which lists independent organisations and other lobbyists seeking access to the EU institutions, was welcomed by MEPs in a debate on Wednesday evening. The changes would include the Council in the system alongside the Commission and Parliament, clarify definitions, improve monitoring and introduce penalties for breaches. MEPs debated the proposal on Wednesday evening.

Plenáris ülés : A szír kormány a múlt hónapban mondta fel az Egyesült Államok és Oroszország közvetítésével megkötött tűzszünetet az országban, ahol most egyre erősödnek a harcok. A szerdai plenáris ülésen az EP-képviselők Ivan Korčok, a szlovák uniós elnökséget képviselő miniszter részvételével vitatták meg a szíriai helyzetet. Sokan Oroszország fellépését kritizálták, míg mások szerint az Uniónak kellene nagyobb szerepet vállalnia a válság megoldásában.

Plenáris ülés : A szexuális és reprodukciós jogokra vonatkozó szigorú lengyel jogszabályok további szigorításának terve heves vitát váltott ki szerdán az Európai Parlamentben. A képviselők főleg az abortusz szigorításáról beszéltek, de éles vita bontakozott ki arról is, hogy az EP milyen jogon szól bele a kérdésbe.
