Concrete agreements and recommendations on the circular economy

Sustainable procurement, financial incentives, recycling materials and sharing best practices. This is just a handful of the topics discussed at a conference on opportunities for and obstacles to a European circular economy in Rotterdam on 25 and 26 January. The meeting ‘Unwrapping the package: towards a circular economy in Europe’ was co-hosted by the Dutch Ministry of Infrastructure and the Environment and the European Commission and resulted in several concrete agreements and recommendations.

Highlights - Statement by AFET Chair Brok on EU spending abroad - Committee on Foreign Affairs

On 28 January, in the context of AFET's discussion of the discharge of the European Commission and the European External Action Service, AFET Chair Brok emphasised the special nature of the EU's aid spending. Given its objectives of alleviating poverty and contributing to peace and stability in crisis-struck regions, he noted that the EU's aid activities often need to take bigger risks in extremely difficult environments than is the case with other categories of EU funding.
He stated that it is therefore vital to keep these particular circumstances in mind when judging the success or failure of the EU's activities abroad. He emphasised that recent misrepresentations of the EU's activities in the media of some member states have caused enormous damage to the EU's efforts and stressed the need for Parliament to be absolutely clear in its recognition of the special circumstances of the EU's spending on its global activities.

New plans for the European budget

Tunesien: Rat verlängert restriktive Maßnahmen um ein Jahr

Der Rat hat am 28. Januar 2016 beschlossen, dass die Vermögenswerte von 48 Personen, die für die missbräuchliche Verwendung öffentlicher Gelder in Tunesien verantwortlich gemacht werden, und der mit ihnen in Verbindung stehenden Personen bis zum 31. Januar 2017 eingefroren bleiben. 

Der Beschluss wird am 29. Januar 2016 im EU-Amtsblatt veröffentlicht.

Die Sanktionen, die den ehemaligen Präsidenten Zine El Abidine Ben Ali, seine Frau sowie 46 weitere Personen betreffen, waren ursprünglich am 31. Januar 2011 verhängt worden. Sie sind seither jährlich verlängert worden.

Highlights - Eurocorps: experiences and future perspectives - Subcommittee on Security and Defence

Eurocorps is a multinational fully deployable and highly autonomous Headquarters that has recently taken part in CSDP military training mission in Mali (EUTM Mali). Lieutenant General Alfredo Ramirez, Commanding General of Eurocorps and Brigadier General Franz Xaver Pfrengle, former Mission Commander of EUTM Mali will discuss with SEDE Members this experience as well as future perspectives for Eurocorps on 4 February in Strasbourg.

In-Depth Analysis - Implementation and Review of the European Union-Central Asia Strategy: Recommendations for EU Action - PE 535.019 - Subcommittee on Human Rights - Committee on Foreign Affairs - Subcommittee on Security and Defence

The 2007 European Union (EU) Strategy for Central Asia was reviewed for the fourth time in 2015. Over the last eight years, the EU has successfully established several institutionalised mechanisms for strengthening relations and working with Central Asian governments, including an increased presence on the ground. Despite this, the EU’s engagement in Central Asia is one of limited to no impact. The region has become more unstable; forecast gas deliveries from the region to Europe have so far not materialised; trade is minimal with the exception of EU-Kazakhstan links, democracy is seen by the Central Asian regimes as a threat to their survival; corruption severely undermines economic development and siphons off much of the development aid; and the human rights situation has been backsliding. The EU should not and cannot compete with Russia and China in the region. The EU would do best to focus on a few key areas where it can achieve concrete results. Besides broader economic and some security cooperation, the EU should focus on education in supporting the region’s development while further emphasizing human rights and strengthening political and financial support to civil society.

In-Depth Analysis - The EU in Central Asia: The Regional Context - PE 535.020 - Subcommittee on Human Rights - Committee on Foreign Affairs - Subcommittee on Security and Defence

Central Asia, located at the centre of the Eurasian continent and straddling the borders of some of the world’s most pressing hot spots, offers economic opportunities and natural resources but also remains insecure and troublesome. For the European Union, the region is not a priority. It is too distant and Brussels experiences difficulties in executing its democratic and value-based agenda on the ground. Regional dynamics have been significantly influenced by many players present in the region; Russia, China and the United States are the most significant. Russia’s position relies on a holistic approach, including military might and the more recent Eurasian narrative. China, pursuing its Silk Road ideas, has no equal in trade and energy. The US has partially retreated from Central Asia and is reviewing its security-centered strategy. Under these circumstances, what should the EU regional approach look like? What are the shared interests and divergent objectives of the actors present in Central Asia? With what actors could the EU cooperate and with whom should it abstain from regional rapprochement? Finally, what options does the EU have to strengthen its posture in the region from a regional and geopolitical perspective?

Highlights - MEPs hail Colombian peace talks, warn of past mistakes - Committee on Foreign Affairs

Foreign Affairs MEPs praised efforts from both the government and the FARC rebel group to end the internal conflict raging in Colombia for over 50 years and urged the EU to support the peace-building efforts, during a public hearing on Thursday.
Just one week after the Chamber demonstrated unanimous support to the peace process in Colombia in a resolution, MEPs have acclaimed the political effort, realism and perseverance shown by both the government and the Revolutionary Armed Forces of Colombia (FARC) to bring the Colombian peace process to a successful conclusion. 23 March, the deadline set by the negotiators, is a realistic timeframe to conclude an agreement, they said.
Foreign Affairs Committee members quizzed Colombia's High Commissioner for Peace, Sergio Jaramillo, FARC Head Negotiator Iván Márquez and the EU Special Envoy for the Peace Process in Colombia, Eamon Gilmore, about risks of the peace process, stressing the importance of reaching a fair and sustainable agreement and of its full implementation. MEPs also raised the issues of narco-trafficking, rural development, political participation by the FARC and the planned setup of an EU trust fund.
