Sous-commission Droits de l'homme (DROI) - Parlement européen

This report summarises the proceedings of a workshop organised jointly by the European Parliament’s Subcommittee on Human Rights (DROI) and the Delegation for relations with Iran (D-IR). The purpose of the workshop was to analyse the most recent developments regarding human rights in Iran since the Joint Comprehensive Plan of Action (JCPOA) was signed in July 2015 and to explore the options available to the EU in seeking to help improve the situation. Experts and human rights defenders pointed to the gaps between law and practice in Iran and raised continuing concerns about the death penalty, political prisoners, prison conditions, arrests of dual nationals, minority rights and restrictions to internet access. They identified Iran’s dual power structure of elected and non-elected institutions and corruption as some of the chief constraints to any reform efforts. They said the EU should keep human rights — including support for the relevant UN mechanisms and efforts — high on its agenda. They said the key factors for engaging successfully with Iran on human rights in future were clear criteria and benchmarks, detailed knowledge of the human rights issues at stake and interaction with Iranian civil society both inside and outside Iran.

The next meeting of the Subcommittee on Human Rights will take place on Wednesday 22 March 2017 from 9.00 - 12.30 and from 3.00 - 6.30 p.m. in room ASP A3G-3.

Representatives of NGOs as well as other organisations are requested to accede to the EU Transparency Register and follow the procedures therein for access to the European Parliament.

On the occasion of International Women’s Day, UN resolution 1325, Boko Haram in Nigeria, and ISIS in Iraq but also the dignity of women were debated at a joint hearing held by the Women's Rights & Gender Equality committee and the Human Rights subcommittee on Thursday morning.

"Women's day is everyday!", said Hauwa Ibrahim, Nigerian human rights lawyer and 2005 Sakharov Prize laureate to Women's Rights & Gender Equality and Human Rights MEPs. "We are not going to be silent, we are going to stand up for the rights of every human being, particularly women", she added. Full statement below.

La République démocratique du Congo (RDC) a plongée dans l'incertitude après la disparition de l'opposant historique Étienne Tshisekedi, en pleines négociations politiques cruciales sur la mise en place d'une transition politique, destinée à sortir le pays pacifiquement de la crise provoquée par la fin du deuxième mandat de Kabila. Dans ce contexte, le président de la sous-commission des droits de l’homme (DROI) du Parlement européen a effectué la déclaration suivante:
Pier Antonio Panzeri (S&D, IT), président de la sous-commission des droits de l'homme (DROI), a exprimé ses vives inquiétudes sur les retards de la mise en œuvre de l'accord conclu le 31 décembre 2016 entre le gouvernement de Kabila et les forces d'opposition sur un régime de transition et l'organisation des élections en 2017. "J'appelle le gouvernement de M. Kabila et l'ensemble des forces d'opposition à entamer un dialogue constructif pour désigner au plus vite la personne qui présidera le Conseil de la transition dans le respect de l'accord du 31/12/2016".

The European Parliament’s Subcommittee on Human Rights (DROI) visited the Socialist Republic of Vietnam 21 - 23 February. The main aim of the visit was to engage in a constructive dialogue with the Vietnamese authorities and to assess the human rights situation in the country. The delegation was headed by the Chair of the Subcommittee, Mr Panzeri. The Subcommittee issued a press release at the end of its visit.

The Chairs of the European Parliament’s Committee on Foreign Affairs and the Subcommittee on Human Rights, David McAllister (EPP, DE) and Pier Antonio Panzeri (S&D, IT) respectively, expressed their grave concern about and solidarity with Venezuelan opposition leader Leopoldo López after the Supreme Court ruled to uphold the decision sentencing him to 14 years imprisonment. The European Parliament’s Subcommittee on Human Rights will go to Vietnam from 20-24 February 2017 and the main objective of the DROI mission is to assess the human rights situation in the country. The DROI delegation, composed of Pier Antonio Panzeri, Head of the Delegation, S&D; Lars Adaktusson, EPP; Adam Kosa, EPP; Soraya Post, S&D; David Martin, S&D and Beatriz Becerra Basterrechea, ALDE, will hold meetings with National Assembly committees, government ministries, UN agencies, and NGOs.

Vietnam adopted a new constitution in 2013 and in 2015 the National Assembly passed new laws on the Penal Code, Criminal Procedure Code, Law on Custody and Detention and Law on investigative bodies. However, their application has been postponed.

The Delegation will also raise the EU-Vietnam Free Trade Agreement and the human rights impact assessment with the Vietnamese authorities.
