Study - Expansion of the concept of human rights: Impact on rights promotion and protection - PE 603.865 - Subcommittee on Human Rights

This report summarises the proceedings of a workshop organised by the European Parliament’s Subcommittee on Human Rights (DROI). Academics, representatives of non-governmental organisations (NGOs) and the European External Action Service (EEAS) discussed the potential positive and negative impacts of the expansion of the human rights concept on the lives of individuals. Some of the invited experts underlined that human rights have always evolved in response to changing historical contexts and that, despite some potential negative effects, empirical evidence suggests that the benefits of their expansion largely outweigh the costs. Others argued that certain expansions can have the effect of diluting the human rights system altogether and can be instrumental for states willing to undermine core civil and political rights and to avoid scrutiny of their own violations. Finally, the EEAS outlined the EU’s action on human rights protection and promotion around the globe and highlighted that the EU’s priority is to continue to exercise leadership and unity on human rights matters in multilateral fora.

Publications - Keeping Senator De Lima in prison without charge is unacceptable - Subcommittee on Human Rights

In light of Senator Leila De Lima's first year of detention, MEP Soraya Post, who headed the Human Rights Subcommittee delegation to the Philippines in July 2017, made a statement on 24 February: "February 24 2018 will mark Senator Leila De Lima's first year of detention at the Philippine National Police (PNP) headquarters in Manila, where she remains to this day without due judicial process to prove her supposed crimes".

Publications - DROI condemns additional 5-year prison sentence for Bahraini human rights defender - Subcommittee on Human Rights

Alarmed by this new attack on freedom of expression in Bahrain, the Chair of the Subcommittee on Human Rights (DROI), Mr Pier Antonio Panzeri, made the following statement: "Shortly after the seventh anniversary of the 14 February 2011 protest movement calling for democratic reform and respect for human rights in Bahrain, the new sentence handed down to Nabeel Rajab is further proof of the ongoing crackdown against civil society and dissidents in Bahrain."

Study - Enhancing EU actions on economic, social and cultural rights within its human rights policy - PE 603.838 - Subcommittee on Human Rights

Article 21 of the Treaty on the European Union (TEU) affirms that the EU’s external action should be guided by the principle of ‘the universality and indivisibility of human rights’. However, economic, social and cultural rights (ESC rights) have received less attention than their civil and political counterparts within this sphere of EU activity. This study analyses the progress made by the EU in implementing its commitment to respect, protect and fulfil ESC rights in its external action, making specific reference to three such rights – namely the right to just and favourable conditions of work, the right to an adequate standard of living and the right to education. This study also identifies structural obstacles that may be impeding the ability of the EU to promote these rights in an effective manner, and offers a set of concrete recommendations which aim to further enhance EU action in this regard.
