Sous-commission Droits de l'homme (DROI) - Parlement européen

In the context of the COVID-19 pandemic, the President of the European Parliament has established a number of measures to contain the spread of the virus and to safeguard Parliament's core activities. The current precautionary measures do not affect work on legislative priorities.
Core activities are maintained to ensure the smooth running of the institution's legislative, budgetary, and scrutiny functions.
The next meeting of the Subcommittee on Human Rights will take place on Wednesday 26 January from 13.45 - 16.15 and 16.45 - 18.45, and on Thursday 27 January from 09.00 - 12.00.

On 13 December (19.45-21.15), the Committees on Foreign Affairs and Development and the Subcommittee on Human Rights will hold a joint exchange of views with the representatives of the 2021 Sakharov Prize laureate Alexei Navalny - his daughter Daria Navalnaya and his adviser Leonid Volkov. The Sakharov Prize award ceremony will take place in the Plenary on Wednesday, 15 December.

The Workshop will discuss global perspectives for combating femicide. The killing of women or girls because of their gender is recognised as a violation of human rights, which occurs in very different economic, cultural and social contexts. Members, academics and civil society experts will discuss how states, societies and individuals can shed light on and fight femicide and on how the EU's external policies can contribute.

The workshop discussed future scenarios for the International Criminal Court (ICC) and the EU’s engagement with the court. Against the background of an ongoing review of the Court and the Rome Statute system, the workshop was organised upon the request of the European Parliament’s Subcommittee for Human Rights, and followed the appointment of a new ICC Prosecutor. Speakers identified key challenges for the Court, including: the unstable and fragmented political support by states; the mismatch between resources and growing demands for legal action, requiring difficult and well justified choices by the Prosecutor; allegations of bias and of politicisation; and the need for effective communication with victims and affected communities. The workshop underscored the central role of the EU in upholding the ICC as a central pillar of the multilateral system, but drew also attention to complementary avenues for accountability, such as the use of universal jurisdiction. This report brings together the background briefings prepared by law experts for the workshop and a summary of the debate with Members, academics, civil society experts and EU representatives.
